Staff Recommendation: These structures will he accessory stc-)rage and retailing facilities for the lumber_ company. The proposed location permits better vehicle access for offstreet loading and unloading. Alternate building locations would necessitate the use of public rights-of-way for part of the loading/unloading operation. Staff sees no hardship on any surrounding neighbor and recommends approval. Board Action: The applicant was unable to attend and, therefore, the Board deferred consideration of this item to the September 21 -Board meeting. Applicant: Owners are representing themselves Location: Southwest Corner Rodney Parham and Highway 10 Request: Rezone from "R-2" Single Family to "0-3" General Office Purpose: Office Development, Unspecified Size: 7.75 Acres + (Combined ownerships) Existing Use: Vacant SURROUNDING LAND USE AND ZONING North - Single Family, Zoned "R-2" South - Church and Vacant, Zoned "R-2" and "0-2" East - Vacant, Zoned "0-2" West - Single Family, Zoned "R-2" PLANNING CONSIDERATIONS This property has a long history of attempts at nonresidential zoning. This is the third attempt in two years. Staff has received no adverse comments on these applications from any source. The major conflict is between these applications for office zoning and the Suburban Development Plan as amended.' Staff, having taken a lengthy look at the plan as impacted by several recent land use decisions in this area, is recommending one more change in the plan. This change will solidify the decisions which have been made and attempt to resolve the remaining uncertainties in the area. The change which will be presented at the meeting will support these three applicants' request. Further explanation is appropriate here. Staff would prefer to see this property zoned "0-2" and developed as a single entity as was proposed in the original Safeway proposal. Staff does recognize the fragmented ownership of the property and realizes that only the largest tract meets Ordinance standards for the "0-2" District. Dgcember 9, 1980 Item No. 5 - Continued One other issue, that of the configuration of Woodland Heights Road, interests staff. It is desirable to have Woodland Heights Road rerouted along the south boundary of this property as proposed in the Safeway application; however, there is no mechanism by which we can require the construction of that street. It is doubtful that in any office development on this site could economically justify the cost of that construction. On the other hand, it is not expected that office development would generate the traffic to warrant the new alignment. STAFF RECOMMENDATION Staff recommends approval. COMMISSION ACTION The applicants were present and there were no objectors. After a presentation by the staff regarding the proposed amendment to the Suburban Development Plan,' the Commission voted on the applications separately.
