PROPOSAL:
To construct a 14,000 square feet (one-story) branch library
and 50 parking spaces on 2.0 acres of land that is zoned
"0-2."
ANALYSIS:
The proposed site plan meets all ordinance requirements.
The site is abutted by an office use to the north, a church
to the west, vacant land to the east and a single family use
located to the south (site is heavily wooded). The plan
contains extensive landscaping as well as a 40 feet buffer
area and a six feet screening fence that will mitigate any
impact on the adjacent single family property. The
applicant is reminded that a one lot final plat will be
required which will dedicate the additional right-of-way and
street construction on Napa Valley Road to meet Master
Street Plan specifications. Finally, all exterior lighting
should be directed inward to lessen any impact on the
surrounding properties.
CITY ENGINEERING COMMENTS:
Provide an adequate off-site easement to accommodate both
drainage and sewer.
STAFF RECOMMENDATION:
Approval provided the applicant agrees to: (1) file a one
lot final plat as outlined above; (2) orient all exterior
lighting inward to reduce any impact on adjacent properties;
and (3) comply.with City Engineering requirements.

The Applicant was present and agreed to comply with Staff
recommendations. The Staff stated that the Applicant may
wish to place a chain or a gate (with Fire Department
approval) across the access drive to lock out vehicular
traffic during the times the facility was closed. The
Applicant stated that he would look into it.
PLANNING COMMISSION ACTION: (August 23, 1988)
The Applicant was present. There were no objectors. The
Commission voted 8 ayes, 0 noes, 2 absent, and 1 open
position to approve the application as recommended by the
Staff, reviewed by the Subdivision Committee, and agreed to
by the Applicant.
