COA REQUEST: To construct a detached 2-car garage in the rear of property with alley access.
Remove old exterior of enclosed sun -porch in rear of house and make exterior match that of the new
detached garage; add 2-story roofed balcony/patio off enclosed sun -porch in rear of house.
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is located
west of I-30, on the north side of 61h street, between Sherman and Ferry streets. The subject project's
legal description is the East 50 ft. of lots 7, 8, and 9; Block 1 of the Stevenson's Addition, City of
Little Rock, Pulaski County, AR.
The purpose and intent of this project is to build a 2-car garage approximately 820 square feet, which
contains a storage room, workshop area, laundry room, and bathroom. The attic of the garage will be
floored to use for storage. Originally, the house had no driveway in the front yard, and it had an iron
fence surrounding the yard. When the applicant purchased the house in 1998, there was a driveway
in the front and the fence was gone. The applicant would like to restore the front property to its
original style by removing the driveway and replacing the fence (to be done at a later date). The
applicant has a picture from the 1970's showing a garage structure in the back of the property.
To compliment the style of the garage, the applicant would like to remove the outside wall covering
of the enclosed 2-story sun porch, which is at the back of the house and faces the garage. The
structure will be approximately 10 x 10. The siding what will be used on the garage will be placed
on the sun porch as well. The upstairs room of the sun porch has a door that leads outside. The
applicant would like to build a 2-story roofed balcony/patio accessible from the second floor. There
will be a spiral staircase on the outside of the structure, which will be added protection in case of a
fire. There will be a second story escape in case of an emergency.
The trim for the garage will be cedar. The garage door will be aluminum with raised panels. The
exterior siding for the garage and sun porch will be hardy backer to emulate clapboard. Architectural
shingles will be used on the roof of the garage and balcony. The ceiling of the balcony will be wood
bead board. There will be a wrought -icon (or other type of metal) spiral staircase leading from the
first floor to the second floor of the balcony.
The builder, Hunter McMillen, will be ready to begin once approval is granted and the project should
take approximately 2 months.
There are 4 criteria in the district's design guidelines for consideration. On page 40, the guidelines
state, "New construction of secondary structures, such as garages and other outbuildings should be:
1. Smaller in scale than the primary building;
2. Simple in design but reflecting the general character of the primary building;
3. Locate as traditional for the street, near the alley, not close to or attached to the
primary building; and
4. Compatible in design, shape, materials, and roof shape.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no
objections to this project request either in writing or by phone.
STAFF RECOMMENDATION: Staff will offer a recommendation at the public hearing.
