Subject: RE: Meeting with Wright Avenue Association about Local Historic District
Good morning Ms. Miles,
I’m happy to answer these questions:
2
1. Staff has reached out to each neighborhood association to see what would work best for them as schedules and
regular meetings might be at different times and locations. However, we’d be happy to share with the Central High
NA that a joint meeting is being requested. Or you are welcome to plan accordingly with them and get back with
Walter and I. Whichever you prefer, just let us know. The boundaries of the proposed local ordinance district
(which are identical to the National Register district) are outside of Capitol Hill NA’s self-determined boundaries.
They will be unaffected directly. We have only reached out to the directly affected NA’s, which is Wright Avenue
and Central High.
2. The historic district name has not changed. It is the Central High School Neighborhood Historic District. On all
City maps and internal references I believe it was shortened to Central High Neighborhood Historic District. When
the Arkansas Historic Preservation Program reviewed the local ordinance district report, they did not make this
distinction in their feedback. However, I would like the report to be as accurate as possible, so I’ll change the
name to the longer form. Thanks for bringing this up! To give some context to why the name might’ve been
shortened, even internally with the state National Register team: the district’s significance is linked to the history
of the neighborhood itself, not to the school, though the school is an important structure in the district. I think the
name was shortened to be a bit more accurate about the focus being on the neighborhood, which has a 70-year
history before the school was constructed.
3. A report on the proposed local ordinance district is available on the City’s website:
https://www.littlerock.gov/business/planning-and-development/boards-commissions/local-ordinance-district/. This
is a robust report on the initiative, the history of the district, the state of the district, and the legal process to
establish a local ordinance district. I will be updating the name of the district this morning so you might see a
change if you re-download the report later today.
Please let me know if you have any additional questions.
Happy Friday!
Thanks,
Hannah Ratzlaff

Hello Walter,
The Wright Avenue Neighborhood Association (WANA) Board members have questions concerning the Historic District.
1. The WANA Board requests to hold a simultaneous meeting with all affected neighborhood associations located within
the Central High School Neighborhood Historic District--Capitol Hill Neighborhood Association, Central High
Neighborhood Association, and Wright Avenue Neighborhood Association. Are you meeting with each neighborhood
association separately?
2. Has our historic district name changed from Central High School Neighborhood Historic District to Central High
Neighborhood Historic District?
3. Please provide information concerning the Local Historic District so the WANA Board can review before the meeting.
Sheila Miles, President
Wright Avenue Neighborhood Association, Inc.
