Sounds good, I will plan to attend if at all possible, the problem that has come up lately is that the Central High
Neighborhood Assn meeting has changed their meeting date to the second Thursday of the month, which is exactly
when we have our Preservation Conversations. So that could be more challenging unless there is a special meeting
called at another time.
I've participated in the Wright Avenue Neighborhood Association meetings as well, mostly when we did the tour in the
Central High Neighborhood a couple of years ago, I am not sure when they are meeting now.
As far as previous efforts, it is the same thing we've seen in the past, the fear of losing control over their properties. I
think right now there is more support than in the past because you have folks who are investing and rehabbing the
properties. But the other side of that is gentrification--that is another fear.
Keep me posted on your efforts and if the timing is right we can do a special "guest" article in our quarterly newsletter,
the next one will be October 1.

We will follow the lines of the NR district boundaries. I’m not sure if there is another way to do it when it starts as a cit y
initiative. I understand that if it is a neighborhood initiative, more than 50% of the owners have to approve in the
defined area.
I will be reaching out to the neighborhood associations following the first Planning Commission meeting (July 14 th) to
see if they would like to host a meeting for staff to present to property owners. If a meeting is scheduled, I’d love for
yourself and Iain Montgomery from AHPP to attend. The item at the Planning Commission meeting will just be in “other
matters” and not voted on.

Also, I found a folder of Brian’s for Central LOD and it looks like there were previous attempts at creating one. I found a
presentation from you when you were the CLG Coordinator. Do you remember what that attempt was like and
where/why it didn’t work?

That is great news-at this point do you think you will follow the boundaries of the NR district? or is this too soon to
tell. It would really help to get a local district there--

I wanted to inform you of an initiative taking place to establish a local ordinance district for the Central High
Neighborhood Historic District. Currently, we are in the beginning stages of the process. It will be an unfamiliar
process for this HDC, the Planning Commission, and the Board of Directors so there is a lot of educating that will take
place. We will be following the provisions outlined by the Arkansas General Assembly (A.C.A. § 14-172-203) and the
City’s preservation ordinance (Sec. 23. Article IV). In short, a report will be provided to the Planning Commission and
AHPP for recommendations. The Planning Commission will provide their recommendations at a public meeting
(sometime in August). Then it will go to a public hearing with the HDC to finalize the report (probably in September).
This final report will go to the Board of Directors at a public meeting for their vote.
Once the report is provided to the Planning Commission and Historic District Commission for a public hearing, I’d like
to provide it to QQA and the effected neighborhood associations for their feedback. The initiative and report will just
be announced and discussed at the July 7th HDC meeting. No Commission action will take place since it is a working
meeting. However, if you plan on attending, you are welcome to comment as always.
