The 1986 certification agreement, approved by AHPP and the NPS, mentions that the district was in place with an HDC prior to Little Rock's admittance to the CLG program. I'm not sure how that was handled then, but my guess is that another report was not required. If one was ever generated, it may be in your department's records. I'll check our paper records as well. We haven't had a CLG add an LOD in several years. The content of the report, as it relates to the specific nature of the Central High District and the need for design review in this instance, is most important. I'm not aware of specific layout parameters or anything similar. While that isn't great guidance on the front end, it does give you some freedom to make the argument as you and the commission think it is best stated. I am also happy to edit another draft before you make it official. From what I understand of this step, two components are necessary for a successful preliminary report. First, a discussion of the district's background, existing building stock, and a few notable examples from architectural periods or perhaps individual listings. Second, an argument for the necessity of design review in order to protect the district. The second component is present in the current draft but the first should be expanded. A lot of the descriptive information can be borrowed from the NR nominations of the district and the Central High campus. A few descriptive photos that complement your current maps would be great too. Though AHPP is generally aware of the district's current state, telling this in the report will benefit the Planning Commission in their review as well as the public. Montgomery <iain.montgomery@arkansas.gov> Subject: RE: Central High Proposed LOD Iain, The original meeting with city administration to establish a Central High Neighborhood LOD was postponed until just last week. The meeting went well! We’ve been given the go to start the process. Saying this, do you have any examples of the ‘report’ (below) the HDC must provide AHPP for comments and recommendations? Since this district is already a NR district, I know this wouldn’t require a nomination or anything like a nomination. But it’s unclear to me what the substance of the report would be apart from the basic proposal. Our preservation ordinance states: “(c)Proposed local ordinance historic districts. (1)Investigation and report. The historic district commission shall make an investigation and report on the historic significance of the buildings, structures, features, sites, or surroundings included in any proposed historic distri ct and shall transmit copies of its report to the Arkansas Historic Preservation Program ("AHPP"), a division of the Department of Arkansas Heritage and to the Little Rock Planning Commission for their consideration and recommendation. (2)Recommendations. The AHPP and the planning commission shall give their recommendation to the historic district commission within sixty (60) days from the date of receipt of the report. Recommendations shall be read in full at the required public hearing to be held by the historic district commission. Failure to make recommendations within sixty (60) days after date of receipt shall be taken as approval of the report of the historic district commission. (3)Public hearing. The historic district commission shall hold a public hearing on the establishment of a proposed local ordinance historic district after giving notice of such hearing by publication in a newspaper of general circulation in the city once a week for three (3) consecutive weeks, the first such publication to be at least twenty (20) days prior to the public hearing. Such notice shall include the time and place of the hearing, specify the purpose and describe the boundaries of the proposed local ordinance historic district. 5 (4)Final report. The historic district commission shall submit a final report with its recommendations and a draft of a proposed ordinance to the governing body of the city within sixty (60) days after the public hearing. The report shall contain the following: (i)A complete description of the area or areas to be included in the historic district or districts. Any single historic district may embrace noncontiguous lands. (ii)A map showing the exact boundaries of the area or areas to be included within the proposed district or districts. (iii)A proposed ordinance designed to implement the provisions of the Historic Districts Act.” Do you know what AHPP would like to see in this report? You could "rebrand" the existing MacArthur Park guidelines so that they fit the Central High district as well; "Little Rock Design Guidelines." I don't have much experience with these districts personally, but I'm told the building stock is similar between the two. If so, using the existing guidelines with necessary changes would be a faster alternative to generating a new document. I will check on that to confirm. Concerning NPS grants, I don't know of any that are directly applicable here. However, there are two or three listed at the link below that could fit the project. I’m proposing that the MacArthur guidelines be used as a placeholder until the Central guidelines can be finalized and adopted. Do you think this would work for the CLG Procedures? We will absolutely seek AHPP’s approval on the new 8 guidelines. I am looking for grants currently to fund the design guidelines, so as not to disrupt the other anticipated CLG projects we have going in the future. No vote is required from the property owners if the boundaries of the LOD are the same as the NRHP district. I've also attached the Arkansas CLG Procedures to assist with drafting the ordinance. The Procedures are based on the Arkansas Historic Districts Act and NPS guidelines. A good portion contemplates admittance to the CLG program (irrelevant here) but Section II, B lays out the city ordinance requirements. Also, a note regarding the broader timeline: AHPP will provide final approval of the design guidelines for the new district after they are drafted. They are enacted by a separate ordinance. Montgomery <iain.montgomery@arkansas.gov>; Ralph Wilcox <Ralph.Wilcox@arkansas.gov> Subject: Central High Proposed LOD Iain & Ralph, Good news: city administration is taking up the effort of creating a local ordinance district for the Central High Neighborhood Historic District. I understand this has been in the works for awhile and it has finally gained enough support by the City. I am meeting with the city administration next week to walk through the details and timeline and want to make sure I have a strong understanding of the process ahead. From what I understand: the Board of Directors can create a local historic district if it follows all the requirements of ACA 14-172-207, (attached), when the boundaries are the same as the existing NR historic district. First the HDC composes a report and presents this report to AHPP and the Planning Commission. These entities have 60 days to give recommendations. Then the HDC presents this report at a public hearing and makes a recommendation. Then the HDC provides the BoD the report. The BoD reviews the report and (if no corrections) accepts the report and enacts an ordinance to carry out the provisions. Is there anything we need to anticipate with AHPP and this process?
