ORDINANCE NO. 19,388 AN ORDINANCE APPROVING A PLANNED ZONING DEVELOPMENT AND ESTABLISHING A PLANNED OFFICE DISTRICT TITLED TAYLOR PARK SUBDIVISION LONG -FORM POD (Z- 7875), LOCATED SOUTH OF KANIS ROAD, EAST OF ASBURY ROAD, LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That the zoning classification of the following described property be changed from R -2 to POD: Tracts 6 and 7, Simpson Subdivision, Lot 8, Simpson Subdivision, East `/2 of Lot 8, Asbury Acres Subdivision, East 2/3 of Lot 12, Asbury Acres Subdivision, East '/z of Lot 16, Asbury Acres Subdivision, all in the NW 1/4, Section 8, T -1 -N, R -13 -W, Little Rock, Pulaski County, Arkansas. SECTION 2. That the preliminary site development plan/plat be approved as recommended by the Little Rock Planning Commission. SECTION 3. That the approval of the Taylor Park Subdivision Long -Form POD is subject to the following additional conditions: • The single family residences constructed on the lots along the east and south perimeters of the site shall have a maximum height of one and one -half stories. • A six -foot tall wood fence shall be constructed on the perimeter of the site. The fence shall be constructed with its finished side facing outward. The fence on the perimeter single family lots shall be constructed as the residences are built on those lots. • The single family lots along the east and south perimeters shall have a minimum rear yard setback of twenty -three (23) feet. • The right -of -way for the streets within the residential portion of the POD site shall be reduced to a width of forty -five (45) feet. • Development of the site will comply with the City of Little Rock's stormwater detention ordinance requirements; including the use of both a stormwater detention basin and underground drainage to pipe the stormwater to a point downstream of the lake which is located on the property adjacent to the south of the site. • The easements necessary for the extension of sewer mains and stormwater drainage pipes shall be acquired and submitted to city staff prior to the issuance of any grading permit or building permit. • The easements necessary for the extension of sewer mains and stormwater drainage pipes shall be located along the property lines of those properties over which the easements extend. SECTION 4. That the change in zoning classification contemplated for Taylor Park Subdivision Long -form POD is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances. SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. SECTION 6. That this Ordinance shall not take effect and be in full force until the final approval of the plan. SECTION 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
