NEED OR DEMAND
The applicant states that the owner has owned this
property for a number of years and has continually
attempted to market it for industrial development. The
annexation in December 1979, has prompted this
application.
COMPATIBILITY WITH MUNICIPAL PLANS
The proposed zoning is compatible with the Suburban
Development Plan as adopted by the Little Rock Board of
Directors.
EFFECT ON ENVIRONS
Since there is no specific proposed development at this
time, environmental impacts are difficult to assess.
The "I-1" zoning proposed would require site plan
approval whereby environmental concerns could be
addressed at the time of actual development. The "I-3"
portion of the request presents more difficulty in this
regard. Certain of the uses permitted within the
district could have significant ramifications for the
environment. It is expected that the eventual
development of this property will be adequately
regulated through the various agencies of government to
assure that no harmful effects result from such
proposal.
NEIGHBORHOOD POSITION
Neighbors have expressed concern about the proposal
viewing the rapid industrialization of vast quantities
of land area in the Alexander Road location as having
harmful effects on their homes. Apparently a present
industry located outside of the City limits has
prompted this response.
5. PUBLIC SERVICES
No adverse comments have been received.

6. UTILITIES/EFFECT ON
No adverse comments have been received. However, the
Wastewater Utility has indicated that sewer facilities
will not be available at this location until 1983.
7. EFFECT ON PUBLIC FINANCES
Eventual development of a major industry at this
location could have significant economic benefit for
the City and its residents in terms of tax revenue,
retail sales and jobs.
8. LEGAL/REASONABLE
The property abuts a large "I-3" District to the west
and is shown on the Suburban Development Plan for
industrial use. The property has railroad access, and
both Sardis and Alexander Roads are shown as arterial
streets on the Master Street Plan.
9. STANDARDS OF QUALITY
No standards have been addressed.
10. TRAFFIC AND RIGHT-OF-WAY
Right-of-way will be required, on both abutting streets.
The applicant has agreed to provide the necessary
easements6 both streets are arterials and the property
has rail access.
ANALYSIS:
This tract is within the area shown for industrial
development in the Suburban Development Plan as adopted by
the Board of Directors. While the "I-3" District has the
potential for environmental problems, staff does not feel
that the zoning itself is responsible and that any potential
problems can be dealt with effectively at the time of
development. Probable economic benefits of this proposal
cannot be minimized either. The kind of development
expected for this tract would likely provide many jobs for
area residents, and the fiscal benefits which would result
from that employment are clear.
STAFF RECOMMENCATION:
Staff recommends approval.

COMMISSION ACTION:
The applicant was present, and there were several objectors.
William Terry, representing the Missouri Pacific Railroad,
made a brief presentation followed by further information
from Carroll Jennings, Missouri Pacific industrial
representative. In addition, Nolan Fleming, Little Rock
Chamber of Commerce, spoke in favor of the application.
