1. NEED OR DEMAND
The applicant states the intention of using this
property for a small retail store.
2. COMPATIBILITY WITH MUNICIPAL PLANS
As the graphic shows, this area is intensively
developed and zoned. The Suburban Development Plan
shows this area as being within a flood prone area
which makes it unsuitable for single family
development. It was expected that this property would
eventually be included with the industrial park area to
the north and west; however, much of the industrially
zoned property to the west is in use for commercial
activities. The size of the property limits its use as
industrial.
3. EFFECT ON ENVIRONS
No environmental concerns appear. Little Rock's flood
hazard maps do not reflect this property as being
within the floodplain.
4. NEIGHBORHOOD POSITION
No neighborhood opposition has been expressed.
5. PUBLIC SERVICES
No adverse comments have been received.
6. UTILITIES/EFFECT ON
No adverse comments have been received.
7. EFFECT ON PUBLIC FINANCES
None expected.
8. LEGAL/REASONABLE
The property abuts a railroad main line to the south
and east, industrial zoning to the west. Property to
the north, between this property and the "I-2" tract%is
zoned by the family of the applicant is presently
occupied by a single house. This property is not of
sufficient size to permit reasonable industrial
development.

9. STANDARDS OF QUALITY
No standards have been addressed.
10. TRAFFIC AND RIGHT-OF-WAY
There are no traffic and right-of-way issues for this
case.

The location of this property virtually assures its use for
nonresidential purposes. The surrounding properties are
used for a combination of commercial and industrial
functions. This property is too small for use as an
industrial site.
STAFF RECOMMENDATION:
Staff recommends approval.
COMMISSION ACTION:
The applicant was present, and there were no objectors.
After a brief discussion, the Comission moved to approve the
application as filed. The motion was passed - 7 ayes, 0
noes and 4 absent.
