The applicant proposes multifamily development for this
property.
2. COMPATIBILITY WITH MUNICIPAL PLANS
The Suburban Development Plan shows this property for
single family development; however, it abuts
multifamily zoned property to the east (or will,
assuming the approval of the Bailey Corporation
request).
3. EFFECT ON ENVIRONS
No environmental impacts are anticipated.
4. NEIGHBORHOOD POSITION

Multifamily development will possibly be immediately
adjacent to this property depending upon the ultimate
Bailey development.

10. TRAFFIC AND RIGHT-OF-WAY
St. Charles Boulevard is a collector street on the
Master Street Plan. Right-of-way will be gained when
the property is platted for development. There are no
present issues.
ANALYSIS:
This property, as an "out parcel" in a fairly large
development, presents several problems. The original
expectation was that the multifamily development would be
contained near the intersection of St. Charles and Parkway
Place. The Bailey Corporation by enlarging the existing
multifamily zone to the east presents the opportunity to
enlarge that district even further.
However, two further problems arise. If this property is
included within the multifamily district, then it seems
logical to consider further enlargement to the south. This
would raise the amount of land devoted to multifamily
development in this area to about 40 acres. Another concern
is the fragmentation of ownership which might preclude
cohesive development of this multifamily district.
STAFF RECOMMENDATION:
Staff recommends denial.
COMMISSION ACTION:
The applicant was present, and there were some objectors.
A lengthy discussion ensued. Finally, the Commission moved
to approve the application as filed. The motion failed on a
vote of 1 aye, 8 noes, 1 absent and 1 abstention (Ron Tabor
abstained). The application was declared to have been
denied.
