Commercial.
RECOMMENDATION

BACKGROUND
As part of the neighborhood planning effort in the
Cloverdale/Watson Schools Area, the Planning Committee
identified areas they felt were inappropriately zoned. Staff
reviewed the areas identified, checking the zoning, land use
and adopted Plan. If both the use and the Plan were less
intensive uses then the current zone, Staff proceeded. For
those not meeting this requirement, the parcel was removed
from the list of rezoning candidates.
Property owners were researched at the County Assessor's
Office for the remaining parcels. Letters explaining the
existing zone and the requested new zone were sent to each
owner in June of 1996. If the owners had questions or did
not wish to have their property reclassified, they were
asked to contact the Planning Staff. Any asking to not be
rezoned were removed from the list.
BACKGROUND
CONTINUED
Property owners were sent a second letter on January 13,
1997 telling them the City would proceed to rezone their
property on February 6, 1997 unless they contacted Staff.
Staff, therefore believes that there is agreement to
reclassify the following property as described. The Geyer
Springs West District Land Use Plan recommends
Commercial for the site.

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF

SECTION 1. That the zone classification of the following
property be and is hereby changed as indicated:

Dear Sir or Madam,
This letter is regarding property owned by the Coulson Properties Inc. The site is the
Service Station located at Interstate 30/Geyer Springs Road in southwest Little Rock
(map enclosed).
Recently the Planning Staff has been conducting a review of the current land use and
zoning in this area. The land on which the Service Station sits is currently zoned 1-2
which is Light Industrial. Because of the existing use of the property the Planning Staff
feels a C-3 Commercial zoning would be a more appropriate zoning classification.
If you do not wish to change the zoning of this property please send a letter indicating
your wishes to the address above before August 1, 1996. If no response is given the
planning staff will view this as an acceptance of the rezoning. The rezoning will then be
taken before the Planning Commission and the Board of Directors.

property with Mr. Mike Coulson of Coulson Properties, Inc. Mr. Coulson recently
forwarded an initial response to you which requested that the existing 1-2 zoning
remain in place. On Mr. Coulson's behalf, I am forwarding this memo to amend
his request to agree with your second offer to rezone the property to C-4, Open
Display District. This would accommodate the future redevelopment of the site
without requiring a Conditional Use Permit approval.

PUBLIC NOTICE
On Thursday, February 6, at 3:30 p.m., there will be a public hearing before the Little
Rock Planning Commission to discuss the following:
1. Approval of the Cloverdale/Watson Schools Neighborhood Action Plan
2. Land Use Plan Amendments in the Cloverdale/Watson Schools Area changing
various areas to Single Family, Office, Mixed Office Warehouse, Public/Institutional
and Parks/Open Space.
3. Reclassification of properties from I-2 Industrial to C-4 Commercial described as:
Eagle Commercial Subdivision No. 3 Lots 3,4, and 7;
FROM I-2 Industrial to C-3 Commercial described as: Eagle Commercial
Subdivision No. 3 Lot 17;
FROM R-5 Residential to 0-2 Office described as: Arnold Highland AC Blk 2;
4. Amendment to the Land Use Plan in the West Little Rock District east of Reservoir
Road along Cantrell Road from Single Family to Suburban Office.
The Hearing shall be in the City Board of Directors' Chambers on the second floor of
City Hall, Markham and Broadway.
