1. NEED OR DEMAND
The owner wishes to have the property zoned in accordance
with the existing use.
2. EFFECT ON MUNICIPAL PLANS
The Suburban Development Plan shows this area for major
industry, and several recent zoning actions have confirmed
the City's intentions to follow through with the plan for
this area.
3. EFFECT ON ENVIRONS
The use is existing, and no changes are planned at this
time. No impact is expected.
4. NEIGHBORHOOD POSITION
No neighborhood comments have been received, and none are
expected.
5. PUBLIC SERVICES
No adverse comments have been received.
h. UTILITIES
The property lacks utility connections for either water or.
sewer. Sewer will not be available until 1983. Water could
be extended from either Mabelvale or Mabelvale Cutoff_ and
I--30.
7. PUBLIC FINANCES
No change in public finances is expected.
8. LEGAL/REASONABLE
The request is compatible with the plan The property is
surrounded by other industrial uses.
9. STANDARDS OF QUALITY
No standards of quality have been addressed other than
demonstration of the existing development.

10. TRAFFIC AND RIGHT-OF-WAY
Both Vimy Ridge and Alexander Roads are minor arterials on
the Master Street Plan, and as with other cases recently
before the Commission, there will be a requirement for
dedication of 40 feet on both streets.
ANALYSIS:
The requested zoning is compatible with the plans for the area.
The proposed use is existing and well established.
STAFF RECOMMENDATION:
Staff recommends approval.
CONDITIONAL USE PERMIT
STAFF COMMENT:
Within the "I-3" Heavy Industrial District, this use is a
conditional use because of the flammable nature of its products.
Because of the existing facilities and no plans for future
expansion being immediately underway, staff recommends approval
of the conditional use permit for the property as constructed.
COMMISSION ACTION:
The applicant was present, and there were no objectors. After_ a
brief discussion, the Commission moved to approve the application
for rezoning and the application for a conditional use permit in
accordance with staff recommendation. The motion was passed --
8 ayes, 0 noes and 3 absent.
