The proposal is to provide eighteen spaces on this lot. Obviously, this will not solve the problem, but some parking is better than no parking. There are two other lots available for the church, but neither is nearly adequate for the need. A parking lot immediately to the west of this property is of a similar size. Since this development, the Landscape Ordinance has been passed, and the new standards would be applied to the proposed parking lot. However, the church is seeking some relief from the City Beautiful Commission on this matter as well. Staff is concerned that what is being proposed is to remove an existing tree approximately 30" in diameter, which would be replaced by some new landscaping around the perimeter of an asphalt lot. Engineering will refuse to approve the driveway location on Spruce Street because it is in violation of the City Ordinance, which requires a 25' separation between driveways and street intersections. This prohibition would alter the design of the lot, and several spaces would most likely be lost. In order to develop the parking lot as shown in the plan, it would be necessary for this conditional use permit to include a waiver of the minimum design standards in the Zoning Ordinance. STAFF RECOMMENDATION: Staff recommends approval of the parking lot use for the church, but does not recommend any deviations from required development standards, including driveway location, stall designs or landscaping requirements. COMMISSION ACTION: The applicant was present, and there were no objectors. After a brief discussion, the Commission moved to approve the application as per staff recommendation. The motion was passed - 8 ayes, 0 noes and 3 absent.
