This will follow up my conferences with you and with
Mr. Bozynski this past Friday, January 4, 1985, at City Hall
and subsequent call to Mr. Barrier. This will confirm that
applicant Wengroup Companies desires to continue the rezoning
application from R-6 High -Rise Apartment to C-3 General
Commercial District, but not the matter of the conditional
use permit which was withdrawn by Mr. Barrier's letter of
December 27, 1984. Our firm is now representing Wengroup in
this rezoning matter in accordance with my conversation with
Mr. Barrier.
I have also checked with the City Clerk's office. The
rezoning application which was unanimously approved by the
Planning Commission on December 18, 1984 is now scheduled
upon the City Board of Directors docket for Wednesday evening,
January 16, 1985 (this meeting having been rescheduled from
Tuesday, January 15, 1985, a city holiday) subject to any
action at the agenda meeting of the City Board scheduled for
Wednesday of this week, January 9, 1985 at 1:30 p.m. Thank

Ladies and Gentlemen:
Enclosed are sixteen prints of the site plan for
the proposed development, as called for by the conditional
use ordinance (Section 4-102 of the zoning ordinance). Our
client, Watson & Taylor Companies, Inc. (on its own behalf
as purchaser of the property and on behalf of Wengroup
Companies, the selling owner) has applied for C-3 zoning for
this tract, which is now zoned R-6. It also wishes to apply
for a conditional use permit, to permit office -warehouse and
mini -warehouse uses on the tract.
Enclosed with the site plans are sheets repre-
senting a generalized graphic rendering of the project,
which will be constructed of washed aggregate tilt -up panels,
bronzed aluminum and tinted glass.
The tract will be screened from the street by
landscaping, which will be from 15 to 25 feet wide, with
appropriate plantings. It will be screened from properties
to the east by landscaping and also by a masonry wall of
approximately eight feet in heighth. Lighting along this
wall will be directed wholly into the applicant's property
and away from adjacent property.
Parking will generally be at the entrances to the
various stores and offices. Access will be from curb -cuts
on Reservoir, the closest of which will be over 250 feet

from the intersection, and a single curb -cut on Rodney
Parham, which will be nearly 400 feet from the intersection,
at the extreme southeast corner of the tract.
The buildings are to be located so that only
retail storefronts and office -showrooms will front on the
streets. The few mini -warehouses, and the office -warehouse
units (standard size and smaller) will be in the interior,
as shown. The intent is to provide a mixture of uses consistent
with development in the area, such as traditional retail
shops, and establishments requiring some storage in the
immediate vicinity, such as carpet and paint stores. Finally,
the project will contain storage units which can be used by
other businesses in the Rodney Parham area, many of which do
not have adequate storage space for merchandise which is not
on display.
Complete development will be effected at once and
not in phases. The slope from north to south will be di-
minished by grading the higher areas and filling the lower
areas. Adequate facilities will be provided to detain and
dispose of drainage water; in particular, water will be
contained and directed away from the east side of the tract,
by the wall and otherwise.
It is our understanding that the conditional use
application may be considered preliminarily at the Planning
Commission meeting on December 18; that it will go to the
Subdivison Committee on January 3, 1985; and that it will be
presented to the Planning Commission formally at the meeting
on January 22, 1985.
