1. NEED AND/OR DEMAND
The applicant intends to establish a wrecker service at this
location. Though not specifically mentioned in the
ordinance, the staff has determined that "C-4" zoning is
appropriate for the use intended. The applicant states that
he does not propose a junk yard. Storage of vehicles would
be only for temporary periods of time.
2. COMPATIBILITY WITH MUNICIPAL PLANS
The entire frontage along Asher Avenue, from University
Avenue to Rock Creek, is covered by a mixture of highway
commercial uses, industrial uses, small retail shops, major
department stores and multifamily uses. Most of the
property is zoned either "C-3" or "I-2."

No particular environmental impacts are expected.

8. LEGAL CONSIDERATIONS/REASONABLENESS
While this would be the introduction of a new district into
the neighborhood, the property does abut higher intensity
uses. Given the volume of traffic on Asher Avenue and the
surrounding development, the requested zoning seems
appropriate to the area.
9. STANDARDS OF QUALITY
No standards of quality have been addressed.

10. TRAFFIC AND STREET RIGHT-OF-WAY
Asher Avenue is a major arterial on the Master Street
Plan, requiring a 100 foot right-of-way. The
applicant's survey indicates that only a 60 foot
right-of-way now exists. Therefore, 20 feet of
additional right-of-way will be required. The
applicant has agreed to provide the required easement.
ANALYSIS:
In the opinion of Staff, the proposed use will fit into the
"C-4" Open Display District. Further, 11C-4" appears to be a
logical zoning district for this segment of Asher Avenue.
There are a number of nonconforming uses along this part of
the street, specifically the two junk yards which predate
zoning in this area. The proposed use appears compatible
with the neighborhood.
STAFF RECOMMENDATION:
Staff recommends approval.
COMMISSION ACTION:
The applicant was present, and there were no objectors.
After a brief discussion, the Commission moved to approve
the application as filed. The motion was passed: 7 ayes,
0 noes and 4 absent.
