1. NEED AND/OR DEMAND
There is no specified use for this property at this
time. The zoning requested reflects the location of
the property and the surrounding land use pattern.
2. COMPATIBILITY WITH MUNICIPAL PLANS
The Suburban Development Plan calls for this property
to be used for multifamily purposes. The pattern
within the plan calls for multifamily use on all of the
property south of the natural resources complex to
Markham Street and east from I-430 to the existing
single family area.
3. EFFECTS ON ENVIRONS
No particular environmental effects are expected.
4. NEIGHBORHOOD POSITION
No adverse comments have been heard from neighbors.
5. PUBLIC SERVICES/EFFECT ON
No adverse comments have been received.
6. UTILITIES/EFFECT ON
No adverse comments have been received.
7. EFFECT ON PUBLIC FINANCES
No particular fiscal impacts would be expected.
8. LEGAL CONSIDERATIONS/REASONABLENESS
The property abuts office uses to the north,
multifamily zoning to the south and an interstate
highway to the west. The property to the east is zoned
and developed for single family use. The office to the
north is not zoned, and is owned by the State of
Arkansas. The proposed zoning will not be entirely
noncompatible with the adjacent properties.
9. STANDARDS OF QUALITY
No standards of quality have been addressed.

10. TRAFFIC AND STREET RIGHT-OF-WAY
The one area which seems especially problematical is
access to the site. The only physical access is from
the private road owned by the State of Arkansas. There
is some question as to whether this property could
legally acquire the right to use this drive for access.
If approved for use, this drive would provide adequate
access to the site.
ANALYSIS
The staff feels that the most appropriate use of the
property is in connection with the State complex to the
north. This has more to do with the access issue than
anything else. Proposed "0-2" zoning with site plan review
offers a reasonable alternative to multifamily development.
STAFF RECOMMENDATION:
The staff recommends approval.
COMMISSION ACTION:
The applicant was present, and there were no objectors.
After a brief discussion, the Commission moved to approve
the application as filed. The motion passed: 9 ayes,
0 noes and 2 absent.
