HomeMy WebLinkAbout20211201_mcgeorge_requested changesRecommendations for Future Land Use designations in the Granite Mountain Quarries Area: The City of Little Rock intends to zone the remaining extra -territorial jurisdiction south and east of Little Rock encompassing the Granite Mountain Quarries area. Walter Malone with the Planning Commission asked us to look at their existing future land use map and provide input on any preferred changes we would like to see. Attached are seven maps. The first map titled "Future Land Use - GMQ Area" Shows the current overall land use plan for the area around Granite Mountain Quarries. On that map are 6 red rectangles indicating the location of the other attached maps. They are titled Future Land Use - UPRR, Future Land Use - Sweet Home, Future Land Use - I- 530 Intersection, Future Land Use - Arch St., Future Land Use - W. Dixon, & Future Land Use - Rowlett. These maps show my recommended changes to their proposed Future Land Use plan. Each map will have specific tracts outlined in red recommended for change. There are 38 tracts in all. 34 Are owned by McGeorge Contracting Co., Inc. two by E. C. Rowlett Construction Co., Inc., one by McGeorge Equipment Rental Company, and one by Arkansas Pit and Quarry Company. Each tract is described below: Future Land Use - UPRR: The City's current land use plan shows each of these to have an Industrial (1) designation. While this may not be a problem, I think Mining would be more appropriate. Tract 1 - 34RO240000800 - Change from Industrial (1) to Mining (M). (E 20 acres of this tract) Tract 2 - 34RO240001900 - I to M Tract 3 - 34R0240003000 - I to M (Currently having this tract put into our name. Courthouse still shows Gary Cash.) Tract 4 - 34RO240004101 - I to M Tract 5 - 24R0190004001 - I to M Tract 6 - 24ROl90004301 - I to M Tract 7 - 24ROl90004302 - I to M Tract 8 - 24RO300000401 - I to M Future Land Use - Sweet Home: In this area the Planning Commission shows a strip of land designated PKIOS for Park/Open Space. This is used here as a buffer between the mining designation (M) and Residential Low Density (RL). I recommend changing this in several areas as well as changing the RL designation for some of the properties to Mining (M). The following tracts are effected: Tract 1 - 34RO250007800 - Change the strip of PK/OS to Mining. Tract 2 - 34RO250017900 - Change from RL to M. Tract 3 - 34RO250018000 - RL to M Tract 4 - 34RO250007800 - Change both RL and PK/OS to Mining. Tract 5 - 34R0250008100 - RL to M Tract 6 - 34RO250008101 - RL to M Tract 7 - 34R0250009100 - RL to M Tract 8 - 34RO250008201 - RL to M Tract 9 - 34R0250008202 - RL to M Tract 10- 34R0250008200 - RL to M Future Land Use - 1-530 Intersection: In this area most of the property is designated as Industrial (1) east of 1-530 and Light Industrial (LI) west of 1-530. 1 recommend changing all our property to Mining. The corner of Shamburger and Dixon might be better as Commercial (C), but that could probably be changed with whatever future development may call for it. The tracts effected are as follows: Tract 1 - 34RO350001100 - Industrial (1) to Mining (M). Tract 2 - 34RO350000500 - I to M Tract 3 - 34R0350000100 - I to M, may consider Commercial (C) for comer. Tract 4 - 34RO350001900 - Light Industrial (LI) to Mining (M). Future Land Use - Arch St: These properties are designated Service Trades District (STD). I believe we should change them to Mining (M). The tracts effected are the following: Tract 1 - 34RO334903300 - Service Trades District (STD) to Mining (M). Tract 2 - 34R0330002900 - STD to M Tract 3 - 34R0330000300 - STD to M Tract 4 - 34R0330000800 - STD to M Future Land Use - W Dixon: This area encompasses the Brittany Point neighborhood and Arch Street toward the west, the tract on Woodyard Road labeled "C" toward the east and our property owned by Arkansas Pit & Quarry on Dreher Road south of Dixon in the middle. I believe all our tracts designated as RL should be changed to M and the Dreher road tract should also have this change but retain the Commercial (C) designation shown along Dixon Road. The three tracts shown in light green Labeled X, Y & Z should probably not be changed, but we have contemplated putting a solar farm on X & Y and tract Z could be Mining but the mixed use (MX) designation may be better. The specific tracts effected are the following: Tract 1 - 35R0040001200 - RL to M Tract 2 - 35R0040002100 - RL to M Tract 3 - 35R0040002509 - RL to M Tract 4 - 35R0040002508 - RL to M - Owned by McGeorge Equipment Rental Company. Tract 5 - 35R0047901500 - RL to M Tract 6 - 35R0047901600 - RL to M Tract 7 - 35R0047901700 - RL to M Tract 8 - 35R0040000700 - RL to M Tract 9 - 35R0040002700 - RL to M Tract 10-35R0030004700 - RL to M, but keep the Commercial along Dixon. — Owned by Arkansas Pit and Quarry. Tract X — 35R0030000400 — We may use this for a solar farm, but the land use designation may be fine. Tract Y — 34R0340002000 — We may use this for a solar farm, but the land use designation may be fine. Tract Z — 35R0020003401 — This could be changed to Mining but given the surrounding property MX may be fine. Future Land Use - Rowlett: These two tracts south of the city land fill should be changed from Residential Low Density (RL) to Mining (M). The tracts effected are the following: Tract 1 - 35R0090005700 - RL to M — Owned by E. C. Rowlett Construction Co., Inc. Tract 2 - 35R0l 60000100 - RL to M — Owned by E. C. Rowlett Construction Co., Inc. Please let me know of any suggested changes to these recommendations.
