PUBLIC NOTIFICATION: All owners of property located within 200 feet of the site, all residents within 300 feet who could be identified and the Otter Creek and SWLR UP Neighborhood Associations were notified of the rezoning request. The applicant has applied for a zone change from MF -6 Multifamily to R-2 Single Family for a single- family residential subdivision. City Recognized Neighborhood Action Plan: The applicant's property lies in the area covered by the Otter Creek/Crystal Valley Neighborhood Action Plan. The Residential Development goal is supported by an objective that recommended preservation of the residential character of the area. The plan also listed an action statement that supports the use of land use designations to encourage new development that is compatible with residential development. E. STAFF ANALYSIS: The request before the Commission is to rezone the 2.5 acre property along the west side of Otter Creek Parkway, south of Wimbledon Loop, from "MF -6" Multifamily District to "R-2" Single Family District. The property is currently undeveloped and wooded. The property owner recently filed a preliminary plat for this property, which proposed to subdivide the site into eight (8) lots for single family residential development. The current zoning of the property (MF -6) does not allow single family residences as permitted uses. Therefore, the property owner requests to down -zone the property from MF -6 to R-2. The Otter Creek/Crystal Valley District Land Use Plan recommends single family for the site. The "R-2" Single Family District rezoning request conforms to the adopted plan. Staff is supportive of the rezoning request. The proposed R-2 zoning is compatible with the existing single family residential along the west side of Otter Creek Parkway. F. STAFF RECOMMENDATION: Staff recommends approval of the requested R-2 zoning. PLANNING COMMISSION ACTION: (MAY 23, 2002) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval.
