NEED AND/OR DEMAND The applicant states that the developer wishes to construct a new commercial business on the combined properties. 2 COMPATIBILITY WITH MUNICIPAL PLANS The frontage along Cantrell Road is almost totally devoted to commercial development in this area. No City plan deviates from the established pattern. 3. EFFECT ON ENVIRONS No particular environmental impacts are expected. 4 NEIGHBORHOOD POSITION No neighborhood position has been expressed. 5. PUBLIC SERVICES/EFFECT ON No adverse comments have been received. 6. UTILITIES/EFFECT ON The Water Department states that a 20 foot water easement exists in the Florida Street right-of-way, and existing mains are present. The easement will have to be observed during development. No other comments were received. 7. EFFECT ON - PUBLIC FINANCES No particular impacts are expected. 8 LEGAL CONSIDERATIONS/REASONABLENESS The property is surrounded by high intensity districts, including "C-3" General Commercial requested. The application appears reasonable. 9. STANDARDS OF QUALITY No standards of quality have been addressed. 10. TRAFFIC AND STREET RIGHT-OF-WAY Dedication of right-of-way will be required on both Cantrell Road and Kentucky Street. Twenty feet of right-of-way is required on Cantrell Road and ten feet of right-of-way is required on Kentucky Street. The applicant has agreed to provide the necessary easements. The proposed commercial usage of the property would fit into the existing developments surrounding the area. STAFF RECOMMENDATION: Staff recommends approval.
