4. NEIGHBORHOOD POSITION
40 No neighborhood position has been established.
5. PUBLIC SERVICES/EFFECT ON

9. STANDARDS OF QUALITY
No standards of quality have been addressed.
10. TRAFFIC AND STREET RIGHT-OF-WAY
An additional 5' of right-of-way will be required on
Cedar Street. Thea applicant has agreed to provide the
necessary right-of-way easement.
ANALYSIS
in order for St. Francis House to establish its new
location, the zoning change is required partly as a result
of the new Zoning Ordinance. In fact, under the new
Ordinance churches will not enjoy the same "by right"
locational privileges as under the old Ordinance.
This property which has been long established as a church
site is now proposed for the location of a halfway house.
The surrounding land uses, a mixture of residential and
nonresidential development are not conducive to
redevelopment of the property for single family.
