NEED AND/OR DEMAND The applicant intends to use this property for the establishment of of a halfway house known as the St. Francis House. The conversion zoning of "0-3" will permit such use. 2. COMPATIBILITY WITH MUNICIPAL PLANS The property is long established for an institutional use, and there are a number of other churches, offices and commercial uses nearby. This location would not be suitable for low density residential use after abandonment of the present institutional use. 3. EFFECT ON ENVIRONS No adverse environmental impacts are expected. 4. NEIGHBORHOOD POSITION 40 No neighborhood position has been established. 5. PUBLIC SERVICES/EFFECT ON No adverse comments have been received. 6. UTILITIES/EFFECT ON No adverse comments have been received. 7. EFFECT ON PUBLIC FINANCES No particular fiscal impacts are expected. 8. LEGAL CONSIDERATIONS/REASONABLENESS The property is an established institutional use and abuts commercial zoning and development to the south and west. The requested zoning is appropriate for the intended use. 1-1 November 27, 1979 AO Item 5 - Continued 9. STANDARDS OF QUALITY No standards of quality have been addressed. 10. TRAFFIC AND STREET RIGHT-OF-WAY An additional 5' of right-of-way will be required on Cedar Street. Thea applicant has agreed to provide the necessary right-of-way easement. ANALYSIS in order for St. Francis House to establish its new location, the zoning change is required partly as a result of the new Zoning Ordinance. In fact, under the new Ordinance churches will not enjoy the same "by right" locational privileges as under the old Ordinance. This property which has been long established as a church site is now proposed for the location of a halfway house. The surrounding land uses, a mixture of residential and nonresidential development are not conducive to redevelopment of the property for single family. 40 STAFF RECOMMENDATION: Staff recommends approval. COMMISSION ACTION: The applicant was present. There were no objectors. After a brief discussion, the Commission moved to approve the application as filed. The motion was passed - 11 ayes, 0 noes and 0 absent. LA
