NEED AND/OR DEMAND This application represents simply another step in the development of the Arkansas Children's Hospital. The intent at this time is to use this property for expanded ancillary activities of the hospital - offices, parking, etc. 2. COMPATIBILITY WITH MUNICIPAL PLANS This area has been long designated for use by the hospital; therefore, this request is compatible. 3. EFFECT ON ENVIRONS No adverse environmental impacts are anticipated. 4. NEIGHBORHOOD POSITION No neighborhood opposition has been identified. 5. PUBLIC SERVICES/EFFECT ON No adverse comments have been received. 6. UTILITIES/EFFECT ON No adverse comments have been received. 7. EFFECT ON PUBLIC FINANCES No adverse fiscal impacts are expected. 8. LEGAL CONSIDERATIONS/REASONABLENESS The property abuts "E-1" zoning on the north and east and "E" Apartment zoning on the south and west. Most of the surrounding parcels are presently in some form of institutional use. November 27, 1979 Item 3 - Continued 9. STANDARDS OF QUALITY No standards of quality have been addressed but indications from existing hospital facilities are that reasonably high standards will be maintained. 10. TRAFFIC AND STREET RIGHT-OF-WAY No traffic or right-of-way issues attend this case. ANALYSIS The hospital has finally acquired the remainder of its intended expansion area and is requesting zoning appropriate to its intended use of the property. No adverse public concerns are foreseen with the proposed use by the hospital. STAFF RECOMMENDATION: Staff recommends approval; however, the staff does feel that it is time once again to review the hospital's intended development scheme and has asked that those plans be presented to the Planning Commission for consideration. COMMISSION ACTION: The applicant was present, and there were no objectors. After a brief discussion, the Commission moved to approve the application. The motion was passed - 10 ayes, 0 noes 0 absent and 1 abstention. Mr. Wittenberg abstained citing conflict of interest.
