HomeMy WebLinkAboutOrdinance to establish Central High historic district [Page 1 of 3] ORDINANCE NO. _________ 1 AN ORDINANCE TO ESTABLISH THE CENTRAL HIGH SCHOOL 2 HISTORIC DISTRICT; AND FOR OTHER PURPOSES. 3 4 WHEREAS, the Central High School Neighborhood Historic District (“Central High District”) was 5 listed in the National Register of Historic Places on August, 16, 1996; and 6 WHEREAS, the Central High District has become an endangered historical resource suffering from 7 demolitions, property neglect, and inappropriate alterations, with twenty-three (23) historically significant 8 structures being lost through demolition since 2010, and the National Register designation of the Central 9 High District is now in jeopardy; and 10 WHEREAS, the City of Little Rock has previously established a Historic District Commission 11 (“Commission”) by Ordinance No. 13,154 (May 4, 1976) as amended by Ordinance No. 14,042 (May 5, 12 1981); and 13 WHEREAS, the Commission has investigated and reported on a proposed Central High School 14 Neighborhood local ordinance district, and publication of notice has been made and a public hearing has 15 been held as provided in said Ordinance, and the Commission has submitted a final report which has been 16 accepted by the Board of Directors of the City of Little Rock; and 17 WHEREAS, the establishment of a local ordinance district is desirable and is in furtherance of the 18 public interest and welfare to preserve and protect the Central High School Neighborhood Historic 19 District, and the buildings, structures, and surroundings therein; and 20 WHEREAS, the establishment of a Central High School Neighborhood Historic District local 21 ordinance district has been proposed to accomplish the foregoing, pursuant to authority granted by Ark. 22 Code Ann. §§ 14-172-201, et seq. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK, ARKANSAS: 25 Section 1. It is hereby found and determined that the Central High School Neighborhood Historic 26 District has a special character and a special historic and aesthetic interest and value , and represents 27 architectural products of a distinct period in the history of the City of Little Rock (“City”), and that this 28 District is in danger of having its integrity destroyed without adequate consideration of the irreplaceable 29 loss of the aesthetic, historic, and cultural values represented by such district, and t herefore the 30 preservation thereof is both feasible and desirable to the people of the City. 31 It is hereby declared as a matter of public policy that the protection, enhancement, perpetuation, and 32 use of the Central High School Neighborhood Historic District is a public necessity and is required in the 33 interest of the health, prosperity, safety, and welfare of the people of the City. The purpose of this 34 [Page 2 of 3] Ordinance is to (a) effect and accomplish the protection, enhancement, and perpetuation of this District, 1 (b) safeguard the City’s historic, aesthetic, and cultural heritage, as embodied and reflected in this 2 District, (c) stabilize and improve the property values in this District, (d) recognize and acknowledge an 3 important part of the City’s past, (e) protect and enhance the City’s attractions to tourists and visitors and 4 the support and stimulus to business and industry thereby provided, and (f) strengthen the economy of the 5 City. 6 Section 2. The Central High School Neighborhood Historic District hereby created shall consist of 7 that area of the City shown on Exhibit 1 which is attached hereto and made a part hereof and is more 8 particularly described as follows: 9 Beginning at a point at the southeast corner of the intersection South Summit Street and 10 West 18th Street at UTM E 564493 N 3843736, the boundary follows South Summit 11 Street approximately 0.1 miles south to a point at the northeast comer of the intersection 12 of South Summit Street and Wright Avenue at UTM E 564489 N 3843582. It then 13 follows Wright Avenue southeast approximately 0.34 miles to a point at the northwest 14 corner of the intersection of Wright Avenue and Martin Luther King Jr. Drive at UTM E 15 565035 N 3843558, where it then follows Martin Luther King Jr. Drive north 16 approximately 0.17 miles to a point at the southwest corner of the intersection of Martin 17 Luther King Jr. Drive and West 17th Street at UTM E 565043 N 3843828. The boundary 18 then follows West 17th Street approximately 0.27 miles west to a point at the southeast 19 corner of the intersection of West 17th Street and South Battery Street UTM E 564606 N 20 3843844, where it follows South Battery Street approximately 0.1 miles south to a point 21 at the northwest corner of the intersection of South Battery Street and West 18th Street 22 UTM E 564603 N 3843734. It then follows West 18th Street approximately miles west to 23 the beginning. 24 25 Section 3. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, 26 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 27 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this 28 ordinance, as if such invalid or unconstitutional provision was not originally a part of this ordinance. 29 Section 4. Repealer.
