Dear Mr. Lowder:
This is to inform you that the Planning Commission met
January 13, 1981, to consider your request. A brief
discussion ensued. Chairman Massie mentioned the receipt of
correspondence from objectors. A motion was made to approve
your request subject to the special requirements recommended
by staff. The motion passed by a vote of 10 ayes, 0 noes, 1
absent.

Gentlemen:
I live at 10614 Yosemite Valley in the extreme southeast corner of
Pleasant Valley next to Trellis Square and Booker Heights. Recently
I received a notice of a public hearing on an application for a site
review plan to build a Target Store on the tract of land at the
northwest corner of I-430 and Rodney Parham Road. The hearing is
January 13. I must be out of town, but would like to raise some
questions about the site plan.
1. Slope of the land on this tract to the north and the slope of the
lots in Pleasant Valley make a potential water drainage problem
when the natural cover is taken from this tract and replaced with
acres of concrete. It is urgent that the proposed parking lots
drain to the south and east!
2� I'm appalled that permission has been granted for a turn signal
light on Rodney Parham Road at the entrance to Battle Street.
With a signal already in place a few hundred feet away at the
I-430 and Rodney Parham Bridge and the heavy traffic generated
already at this intersection, it seems to me that another light
here just guarantees traffic congestion. The entire area of
West Little Rock dependent upon Rodney Parham as a main traffic
artery should be concerned about this.
3. I'm aware that a forty -foot buffer zone on the north side of the
proposed site is a part of the plan. This buffer should retain
every tree and bush as a visual screen against the construction.
In addition, it seems from the site plan that most all the atten-
tion to landscaping occurs on the south (front) and east side of
the proposed building, while the north side, which joins Pleasant
Valley property owners, consists of a loading dock, a six-foot
fence and a seeded slope which may or may not be kept mowed and
cleaned up. Some of the homes in Pleasant Valley face south and
will look directly into the rear of the proposed building. I
request that the fill area be landscaped also and that the six-
foot fence screen be reevaluated to be sure it provides a visual
screen against loading dock operations when viewed from those
homes which face south on Yosemite Valley.
4. The site plan does not indicate if the building construction is
to be single -story, but anything over one-story high is unaccept-
able to me for this location.

I appreciate the consideration which has been given to other areas
of Pleasant Valley in the past by the Planning Commission in efforts
to not completely do away with aesthetic values in order to accom-
modate commercial development. I believe I can speak for my neighbors
in asking the same consideration for this part of Pleasant Valley where
some of us have a life -time savings invested in our homes.

Dear Richard:
I have enclosed twelve copies of a site plan for the site plan review process.
The project is located at the northeast corner of Rodney Parkham and I-430 and
is the location of a future Target Department Store,
Due to slope problems on the site and the fact that Battle Street is a dead end
street, we can see no benefit in the construction of a sidewalk along Battle
Street and we are therefore requesting a variance on this point.
We would also like to request a variance on the depth requirement on the 90 degree
parking spaces from 20 feet down to 18 feet. Due to the trend to smaller cars
Target feels that 18 feet is adequate and Target has exceeded the 20 foot manuver-
ing space requirement and is using a 25 foot manuvering space for all 90 degree
parking.

Dear Ernie:
In reference to your letter of December 5, 1980, the City of
Little Rock must respectfully reject your request on behalf
of Target Stores for permission to install a traffic signal
at the Rodney Parham Road -Battle Street intersection.
We have based this decision upon a careful review of roadway
and traffic conditions in the immediate vicinity of the pro-
posed Target site. It is our opinion that because of the
close proximity of the existing traffic signal at the inter-
section of Rodney Parham with the southbound I-430 ramp, the
proposed signalization of Rodney Parham at Battle Street would
result in inefficient traffic operations and cause unnecessary
delay and hazard to area traffic.
It is our suggestion that consideration be given to a less -
intensive usage of the referenced property which is more in
keeping with its limited access. In any event, the City will
continue to review traffic conditions on Rodney Parham in the
vicinity of the site and take whatever steps it deems appro-
priate for the public good, including extending the existing
median in Rodney Parham, channelizing the intersection of
Rodney Parham and Battle Street, and placing turn prohibitions.
We do, however, want to thank you for your extensive efforts
in trying to develop a mor& comprehensive access plan incor-
porating the various access -needs of all the commercial
properties in the area of the proposed site.
If you have any questions concerning -this decision or if I
can be of further service, please do not hesitate to call me.

As a result of the meeting held on October 22, 1980 attended by yourself and
Mr. Davies, as well as -representatives of Target Stores; Mehlburger, Tanner,
Renshaw & Associates and PAWA, Incorporated, contact has been made with the
owners of Trellis Square and the Exxon station expected to be most directly
affected by the access improvements proposed and now being considered for the
Rodney Parham Road and Battle Street intersection. As i indicated to you on
November 21, it appears that there is no other reasonable means of access to
the Target Store site via a public or private right-of-way through any adjacent
contiguous property. The position of the Trellis Square owners, as expressed
in Mr. Boshears' letter, appears to be very firm. Therefore it a
access via Battle Street is the only reasonable means. PPears that

Target Stores by PAWA, Incorporated including a traffic signal at the Rodney
Parham Road and Battle Street intersection has been reviewed with Mr.
Boshears and with Mr. K. H. Henderson of the Exxon Corporation for the
purpose of determining what their thoughts were concerning those improvements
proposed. As 1 conveyed to you on November 21, Mr. Boshears expressed some
concern that motorists using their Rodney Parham Road driveway may
experience some inconvenience with egress because of eastbound vehicles
stopped at the proposed traffic signal. That possibility, however, he weighed
with the provision for Trellis Square customers to be able to utilize the
controlled right-of-way access at the proposed traffic signal, which would
enhance their access to Rodney Parham Road, especially for left turn eastbound
destinations. Overall Mr. Boshears indicated enthusiastic support of the
proposed access plan and indicated he felt that it would be of benefit to his
property.

Similarly, the only concern expressed by Mr. K. H. Henderson of the Exxon
Corporation was that the easterly of their two Rodney Parham driveways not be
blocked by (eastbound) stopped vehicles at the proposed traffic signal. He
indicated he recognized that with a traffic signal installed at the Battle
Street/Rodney Parham Road intersection the westerly of the two driveways
would be blocked, but that was of minor concern to him. He did indicate he
recognized that with the alignment of the Battle Street southbound through lane
with the "in" portion of the Exxon easterly driveway access to the Exxon station
would in fact be enhanced with the installation of the traffic signal. Mr.
Henderson indicated a written response to our request for their thoughts and
feelings concerning the proposed improvements would be forthcoming and would
be in line with that which he expressed to me verbally by phone, which I have
accordingly conveyed to you.
In summary, at Target Stores' request and as had been agreed to during the
October 22 meeting, we have pursued the access improvements which have been
proposed with the surrounding properties directly affected and have found no
opposition. Accordingly, on behalf of Target Stores, we re nest that the Cit

traffic signal installation would need to be in accordance with the specific
functional and technical requirements of the City of Little Rock. If you have
