Dear Board Members,
Please find attached a rendering of the proposed sign. The sign consists of two outside masts with a center
directory containing 10 equally spaced placards. These placards will consist of backlit acrylic panels. Businesses
within the subdivision will be able to use either one or two of these horizontal sections. As you will see, we are not
proposing an electronic message board_
We've created the attached three-dimensional rendering in order to accurately depict how the sign will actually
look within the existing topography. During this process of developing this drawing, it became clear that the sign
area and height would need to be increased if the individual placards were to be legible. We are requesting that the
sign be 600sf in total area. For the entire sign to be legible with the proposed sign area, it will need to be 85' in
total height. At 85' tall, only about 30' of the sign is actually visible.
We are requesting these variances because of the obstructing tree line. The sign was approved at 50' to provide
some visibility in 2001. However, it was only constructed to 45'. The trees have matured in the interim. We
understand that the requested 85' in height is taller than normally allowed, however other subdivision signs have
been granted variances due to obstructions. We believe the height of the sign relative to the adjacent obstructions
is in keeping with the intent of the ordinance.

This letter shall serve as a request to modify the Glenn Ridge Crossing, LLC Project sign,
referred to as Case no. Z -3371-W. This sign is located at 600 Colonel Glenn Plaza Loop. We
respectfully request permission for the following modifications:
• Increase the sign height to 75' relative to adjacent ground
• Increase the face square footage of the sign to 320sf
• Convert the Sign to Digital
The sign has extremely limited visibility as currently constructed. The existing contours as well
as the trees within the 50' buffer on the subdivision property and the highway right of way
effectively block the visibility of the sign to southbound traffic on Interstate 430. Visibility for
northbound traffic is only slightly better.
We are proposing that this sign serve not only the Glenn Ridge subdivision, but also the
businesses on the entire southeast portion of the Colonel Glenn/I-430 intersection. This
encompasses roughly 112 acres and the sign will serve all of the businesses within this acreage.
This will include the Rave Theatre, Metropolitan Bank, Trane Comfort Systems and the
automotive dealerships of Bale Honda, Crain Mazda/Hyundai, North Point Nissan, and
Mercedes-Benz of Little Rock. As well as, Jaguar/Range Rover/VW, Playtime Pizza, and Steve
Landers Chrysler/Dodge/Jeep. The area will be re -platted as required to meet all requirements
for on-site subdivision signage.
Development at the Colonel Glenn / I-430 intersection in this area has progressed rapidly.
Unfortunately, the west side of this intersection offers little visibility to interstate traffic. The
ability to advertise to potential customers on I-430 would help to ensure that the businesses who
have invested in this area will enjoy continued success
All other conditions referenced in the previous variance approval shall remain the same.

Consideration was then given to Ordinance No. 16,180, with
the title being:
AN ORDINANCE TO AMEND ORDINANCE NO. 16,137 (THE 1992 BUDGET
ORDINANCE) APPROPRIATING FUNDS FOR CERTAIN CAPITAL EXPENDITURES.
There was a lengthy discussion among Board Members regarding the
appropriation of surplus funds from the 1991 Budget in the amount
of $1,891,000 minus the $869,000 appropriated for employee
salaries and neighborhood alert centers (see Ordinance No. 16,179
above). Funding was considered for school resource officers,
neighborhood alert centers, rental inspection program,
children's zoo, Economic Development, shooting range, local
street improvements, and for compliance with the Americans with
Disabilities Act. During the discussion, the Board of Directors
agreed to the following capital appropriations totaling
$1,022,000: $100,000 - A.D.A. Compliance; $100,000 -
Neighborhood Alert Centers; $100,000 - Str*et Improvements; and
$700,000 - Economic Development. There was a first reading of
the Ordinance, followed by a motion to suspend the rules and
place the Ordinance on second reading. The motion was made by
Director Dailey, seconded by Director Lewellen, and unanimously
adopted by the members of the Board of Directors present, being
six in number and two-thirds or more of members of the Board of
Directors -elect. The Ordinance was then read the second time.
There was an ensuing motion made by Director Roy, seconded by
Director Dailey, that the rules be further suspended to provided
for the third and final reading of the Ordinance. The motion was
adopted by unanimous vote of members of the Board of Directors
present, being six in number and two-thirds or more of the
members of the Board of Directors -elect, and there was a third
and final reading of the Ordinance. The passage of the Ordinance
was then submitted to an Aye and No vote which resulted as
follows: Ayes - Director Catlett, Mayor Priest, Directors Roy,
Hollingsworth, Lewellen, and Dailey - total 6; Noes - None;
Absent - Director Shackelford - total 1. Therefore, the
Ordinance was declared PASSED.
The last matter to be considered was Ordinance No. 16,181,
entitled:
AN ORDINANCE AMENDING ARTICLE X, CHAPTER 36 OF LITTLE ROCK,
ARKANSAS REVISED CODE (1988), PROVIDING FOR A DEFINITION OF
ALTERATION AND VEHICULAR SIGNS; TO PROHIBIT VEHICULAR SIGNS; TO
PROHIBIT ALTERATIONS OF OFF -PREMISE SIGNS; TO REVISE THE
MAINTENANCE PROVISION FOR ALL SIGNS; TO ENLARGE THE SCOPE OF
AUTHORITY OF THE SIGN CODES ADMINISTRATOR; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
City Attorney Tom Carpenter explained the provisions of the
Ordinance which gives some definite definitions to the terms
"alteration" and "vehicular sign" to deal with some questions
facing the City of Little Rock right now, and noted that the
major differences apply to off -premise signs as opposed to on -
premise signs. The Ordinance was read the first time, followed
by a motion to suspend the rules and place the Ordinance on
second reading. The motion was made by Director Lewellen,
seconded by Director Dailey, and unanimously adopted by the
members of the Board of Directors present, being six in number
and two-thirds or more of members of the Board of Directors -
elect. The Ordinance was then read the second time. There was
an ensuing motion made by Director Lewellen, seconded by Director
Dailey, that the rules be further suspended to provided for the
third and final reading of the Ordinance. The motion was adopted
by unanimous vote of members of the Board of Directors present,
being six in number and two-thirds or more of the members of the
