ORDINANCE NO. 19,414
2 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
3 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH MOTOROLA, INC. FOR THE
5 PURCHASE OF 3 -1 -1 OPERATOR AND SUPERVISOR CONSOLES FOR THE
6 3 -1 -1 GENERAL INFORMATION TELEPHONE SYSTEM; AND FOR OTHER
7 PURPOSES.
8 WHEREAS, in 2003, voters in the City of Little Rock approved a city capital
9 improvement bond issue which included $1 million to allow for the implementation of
10 a 3 -1 -1 General Information Telephone System that will centralize access to City of Little
11 Rock services and divert non - emergency and other administrative inquiries from the 9-
12 1 -1 system, and
13 WHEREAS, installation of the 3 -1 -1 system requires the renovation of the
14 existing 9 -1 -1 Center to accommodate expanded operations and installation of seven (7)
15 complete operator and supervisor 3 -1 -1 workstations will increase efficiency, and
16 WHEREAS, a quote has been received from Motorola, Inc. to provide such
17 operator and supervisor consoles in the amount of One Hundred Twenty -four
18 Thousand, Six Hundred Seventy -eight and 68/100 Dollars ($124,678.68), including all
19 applicable taxes, and
20 WHEREAS, competitive bidding should be waived and the contract for such
21 equipment awarded to Motorola, Inc. as the sole source provider of the workstations
22 that are the same as those presently installed in the 9 -1 -1 Center, and are essential to
23 ensure the necessary interoperability between the two functions.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
25 OF THE CITY OF LITTLE ROCK, ARKANSAS:
26 Section 1. The Board of Directors finds that competitive bidding should be
27 dispensed with in the purchase of seven (7) complete 3 -1 -1 Operator and Supervisor

I Consoles for the 3 -1 -1 General Information Telephone System, as an exceptional
2 situation exists and competitive bidding is impractical and infeasible.
3 Section 2. The City Manager is hereby authorized to dispense with competitive
4 bidding and to enter into a contract with Motorola, Inc. for the purchase of seven (7)
5 complete 3 -1 -1 Operator and Supervisor Consoles for the 3 -1 -1 General Information
6 Telephone System, in the amount of One Hundred Twenty -four Thousand, Six
7 Hundred Seventy - eight and 68/100 Dollars ($124,678.68), including all applicable taxes.
8 Section 3. Funds for this purchase are available from the 2004 Bond Project.
9 Section 4. Severability. In the event any title, section, paragraph, item, sentence,
10 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
I1 unconstitutional, such declaration or adjudication shall not affect the remaining
12 portions of the ordinance which shall remain in full force and effect as if the portion so
13 declared or adjudged invalid or unconstitutional was not originally a part of the
14 ordinance.
15 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are
16 in conflict with any provision of this ordinance are hereby repealed to the extent of such
17 conflict.
