Site Location Search and Retrieval - Conditional Use Permit 3302-A John Barrow Road Rasool Farhangkhah/ Charles Anderson, Applicant A conditional use permit is requested to allow a pawn shop to be located within this existing, C-1 zoned building. The proposed pawn shop will occupy a 600 square foot lease space within the 3,412 square foot building. The site is located at the southwest corner of West 33rd Street and John Barrow Road. 2. Compatibility with Neighborhood The proposed pawn shop will occupy 600 square feet within an existing, 3,412 square foot, C-1 zoned, commercial building. Other uses in the building include a catering service, beauty shop and a pet grooming service. Although the majority of the property in the adjacent John Barrow neighborhood is zoned R-3, single family, three of the four corners at John Barrow and West 33rd Street are zoned commercial. Other nonresidential uses in the immediate vicinity include a church, a beauty shop and a small strip shopping center. The proposed pawn shop is an enclosed operation, with no outside storage. It should be compatible with the neighborhood. 3. On -Site Drives and Parkin The site has an existing, paved parking lot containing 30 parking spaces. This is an existing commercial building with all site improvements in place. There will be no expansion of parking or building. 5. -City En ineer Comments No comments 6. Utility Comments No comments 7. Analysis The applicant proposes to utilize approximately 600 square feet of this existing 3,412 square foot commercial building as a pawn shop. The use is to be entirely enclosed and will not involve any outside display or storage. No on-site improvements will occur as a result of this application, with the exception of some minor interior remodeling of the 600 square foot lease space to accommodate the pawn shop. 8. Staff Recommendation Staff recommends approval of this application subject to all uses remaining within the enclosed building. SUBDIVISION COMMITTEE COMMENT: (OCTOBER 28, 1993) The applicant was not present. Dana Carney, of the Planning staff, presented the item. He noted the staff recommendation that there be no outside display or storage permitted. After a brief discussion, the Committee agreed that the use was appropriate with the stipulation that there be no outside display or storage. The Committee then forwarded this item to the full Commission for final resolution. PLANNING COMMISSION ACTION: (NOVEMBER 16, 1993) The applicant, Charles Anderson, was present. There were no objectors present. N November 16, 1993 ITEM NO.: 21 Continued FILE No.: Z -3385-A Staff presented the item and informed the Commission that the required 15 day notice of public hearing was sent 14 days prior to the meeting. The Commission was informed that there were no other outstanding issues. A motion was made to waive the Bylaws to allow for the 14 day notice of public hearing. The vote was 7 ayes, 1 noe, 2 absent and 1 open position. The item was then placed on the Consent Agenda for approval subject to all uses remaining within the enclosed building. The vote was 8 ayes, 0 noes, 2 absent and 1 open position. 3
