3 A RESOLUTION TO SET FEBRUARY 7,2023,AS THE DATE OF PUBLIC
4 HEARING TO ESTABLISH A LOCAL ORDINANCE DISTRICT FOR THE
5 CENTRAL HIGH SCHOOL NEIGHBORHOOD HISTORIC DISTRICT,IN
6 THE CITY OF LITTLE ROCK, ARKANSAS, AND FOR OTHER
7 PURPOSES.

9 WHEREAS,the Little Rock Central High School and its surrounding neighborhoods are of significant
10 historical, cultural and aesthetic importance to the City of Little Rock("City"); and.
11 WHEREAS, the Central High School Neighborhood Historic District was listed on the National
12 Register of Historic Places on August, 16, 1996;and,
13 WHEREAS, the Central High School Neighborhood Historic District has become an endangered
14 historical resource suffering from demolitions,property neglect and inappropriate alterations,with twenty-
15 three (23) historically significant structures being lost through demolition since 2010, and the National
16 Register Designation of the Historic District is now in jeopardy; and,
17 WHEREAS, the City of Little Rock has previously established a Historic District Commission
18 ("Commission") by Ordinance No. 13,154 (May 4, 1976) as amended by Ordinance No. 14,042 (May 5,
19 1981); and,
20 WHEREAS, the Commission has investigated and reported on a proposed Local Ordinance District
21 for the Central High School Neighborhood Historic District, and publication of notice has been made and
22 a public hearing was held as provided in said ordinance on October 6, 2022, and the Commission has
23 submitted a final report to be considered by the Board of Directors of the City of Little Rock; and,
24 WHEREAS,the establishment of a Local Ordinance District is desirable and is in furtherance of the
25 public interest and welfare to preserve and protect the Central High School Neighborhood Historic District,
26 and the buildings, structures and surroundings therein;and,
27 WHEREAS, the establishment of a Local Ordinance District for the Central High School
28 Neighborhood Historic District will be proposed to accomplish the foregoing,pursuant to authority granted
29 by Ark.Code Ann. §§ 14-172-201, et seq.
30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1. The hearing on the consideration to establish a Local Ordinance District for the Central
33 High School Neighborhood Historic District shall be held at a meeting of the Board of Directors that will

1 start at 6:00 PM on the 7th day of February 2023, at the Centre at University Park 6401 West 12th Street,
2 Little Rock,Arkansas.
3 Section 2. The City Clerk is hereby directed to give notice of such hearing in the manner prescribed
4 by law by publication once a week for two (2) consecutive weeks in a newspaper published in Pulaski
5 County,Arkansas,and having a general circulation in the City of Little Rock, Arkansas.
6 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as of the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 3. Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock, Ark.,
12 Resolution No. 15,736(July 19,2022)or parts of the same,that are inconsistent with the provisions of this
13 resolution,are hereby repealed to the extent of such inconsistency.
