(a) A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining
property or the right-of-way of any street, highway or freeway. This strip shall be at least nine (9) feet
wide. The perimeter planting strip adjacent to freeways or expressways shall be at least thirty (30) feet
wide except within mature areas.
VARIANCE REQUESTED
To allow a reduction and removal of a portion of the south perimeter planting strip to less than the six
(6) feet nine (9) inches that is typically required for developments in areas designated "mature" by the
department of planning and development and approved by the planning commission and the city
beautiful commission.
FINDINGS:
The applicant has requested a rezoning of this site from R-2, Single —family to Planned Commercial
Development to allow the reuse of this commercial building as a multi -tenant building. On November
19, 2015 (file no. Z-9092) the Planning Commission approved C-1 Neighborhood Commercial uses and
other uses specific to the applicants' current use of the building. In addition the commission approved
the site plan showing the incorporation of parking on the south side of the building and the reduced
south side perimeter buffer/landscape strip.
Currently River City Doors is operating from the rear of the building. The applicant is requesting to use
the front portion of the building, an area containing 850 square feet of floor area (28-feet by 30.42 —
feet) as lease space for a commercial user. The owner also stores antique autos within the building. The
request includes the allowance of the C-3, General Commercial District uses. There are commercial uses
located further to the south. The property located across South Arch Street is zoned commercially. A
number of the lots are vacant. There is a church located one (1) block west of this site. There are
occupied single-family homes located to the north.
The parking for this building has been lost due to a project funded by the Arkansas State Highway
Department. The applicant indicates eight (8) spaces can be added to the south side of the existing
building. To allow for the proposed parking and one way drive lane the required six (6) feet nine (9) inch
landscape perimeter adjacent to the residentially zoned property to the south has been reduced to (3)
feet three (3) inches. A proposed six (6) foot wood privacy fence is to be placed on the south property
line to provide screening for the neighboring R-2 zoned property. In addition to the proposed fence five
(5) trees and fifteen (15) shrubs are required for this perimeter. Four (4) Emerald Green Arborvitae are
proposed to partially satisfy the tree requirements. Due to space restrictions these trees will also
provide screening towards the east and west property lines in lieu of the fence. Also, eight (8) additional
shrubs located in the approximate center of the perimeter are proposed to compensate for the
remaining (1) tree. A total of twenty (24) shrubs will be provided on this perimeter. All other landscape
requirements have been met.
STAFF RECOMMENDATION:
Staff is supportive of the request to allow the reduced perimeter landscape strip as purposed.

The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday,
December 03, 2015, at Curran Hall, 615 E. Capitol Avenue. Vice Chairman Steve Homeyer called
the meeting to order.

APPROVAL OF THE MAY MINUTES:
Motion: Commissioner Thomas made a motion to approve the November 05, 2015 Minutes.
Second: Commissioner Winchester seconded the motion and it passed unanimously.

Presentation:
After reading the Findings to the commissioners City Staff Member Spillman further explained
the proposed landscape plan.
Commissioner Winchester inquired if the proposed landscape would be irrigated. City Staff
Member Spillman stated as per code that the plant material would be no further than seventy-five
(75) feet from a water source.
Commissioner Young inquired about the location of the parking lot. City Staff Member Spillman
explained the entrance would be located off of Arch Street and exit into the adjacent alley.
Commissioner Homeyer inquired about the property adjacent to the parking and the reduced
landscape strip. Ms. Bassett stated that property is residential and that the State Highway
Department will be using a portion of this property to accommodate the proposed rebuilding of
the Arch Street Bridge. Staff Member Carney further explains the Highway Departments project
and notes that after the completion of the project the adjacent residentially zoned property will be
less likely to be buildable as single family.
Motion: Commissioner Thomas made a motion that the variance be approved as recommended
by Staff.
Second: Commissioner Hancock seconded the motion and it passed unanimously.
TREASURER'S REPORT:
Expense Report:
Commissioner Loveless stated:
That last month the invoices were sent to City of Little Rock Treasury Manager, Scott Massanelli
to be reimbursed for the gift certificate for CBC Retreat Facilitator, Julie Robbins and business
cards for the CBC commissioners.
That Commissioner Thomas is in the process of sending in his information to be placed on the
signing card so he can assume the duties of the CBC Treasurer. The books will be passed onto
Commissioner Thomas within the next two weeks.
COMMITTEE REPORTS: UPDATES:
Communitv Projects
City Hall South Yard:
Commissioner Homeyer stated:
That there is no update.
The commissioners discussed the scope of the project and how to proceed with the Parks
Department.
Public Relations
Website:
Commissioner Hancock stated:
That he has been in the process of updating the website, has posted the recent Landscape Award
recipients, and sent links to the winners.
Commissioner Morgan stated that our Facebook page continues to gain "likes" at an approximate
rate of one or two a day. And that there has not been a post since November 5.
Commissioner Loveless inquired if it is a possibility that the CBC could develop a "Ginkgo Trail"
or other feature of fall foliage on the site to generate interest in the CBC and the website. The
commissioners further discussed the possibilities and benefits this could provide to the
commission.
KLRB:
Commissioner Thomas stated that he was unable to attend the last KLRB meeting but did review
the agenda. He noted that there is a cleanup scheduled for March 22, 2016.
Adopt -A -Street:
Commissioner Loveless stated:
That the next cleanup needs to be scheduled. After discussion the commissioners decided
December 12th at 8:00 am would be the next Adopt -A -Street pickup.

There have been no new nominations and one request of a duplicate certificate.
Landscape Awards:
Commissioner Homeyer stated:
He has ordered the new Landscape Award metal yard signs and he provided and invoice to
Commissioner (Treasurer) Loveless for reimbursement.
He had passed both U.S. Pizza and the Oley Rooker Library and noticed the award signs displayed.
He also noted that he has not been to Southwest Power Pool since the award was presented.
T.R.E.E Fund:
Commissioner Homeyer stated:
There has been no new donations to the T.R.E.E Fund.
City Beautiful Exhibit:
Commissioner Hancock stated:
Commissioner Loveless has been cataloging the available items.
Other Cities Committee:
Commissioner Morgan noted that the Wi-Fi was not working and he is not able to make his
presentation on the Austin Texas equivalent of Little Rock's City Beautiful Commission. He then
briefly discussed this Texas commission.
Garden Show:
Commissioner Winchester stated:
He had spoken with Urban Forestry Council, Executive Secretary, Cathy Slater about partnering
for the 2016 Arkansas Garden Show. Commissioner Winchester stated that Ms. Slater informed
him that her group would not be participating. He then inquired of the commissioners if there
would be any interest in the CBC looking for another partner or sitting up an individual presence
for this upcoming event.
The commissioners then discussed the various options and Commissioner Winchester indicated he
would investigate other non-profit organizations for a possible partnership.
NEW BUSINESS:
Vice Chairman Homeyer opened a discussion to use tree fund money to plant four (4) trees at the
intersection of the Rock Creek Bridge and North Bowman. Trees are proposed to be planted at the
four corners.
The commissioners discussed using the available T.R.E.E Fund money and the possibilities of
additional landscape in this area. City Attorney Carpenter inquired if there was a written plan for
this proposal and explained that the first step in the process would be for the CBC to vote and
approve a written plan before proceeding.
Commissioner Thomas stated that there was not a written plan at this point. City Attorney
Carpenter then further explained the process which included obtaining three (3) quotes for the cost
of the trees and then presenting the approved plan and the bids to the Little Rock Parks Department.
The commissioners then discussed the process.
