The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday,
December 04, 2014, at Curran Hall, 615 E. Capitol Avenue. Chairman Ed Peek called the meeting
to order.

ALSO PRESENT: Beth Carpenter, City Attorney's Office
D. Tracy Spillman, Plans Development Administrator, Department
of Planning and Development, City of Little Rock.
QUORUM WAS NOT MET:
No official CBC business was transacted, and no motions or votes occurred. The following notes
were transcribed from the December 04, 2014 informal discussion of the agenda by the
commissioners.
APPROVAL OF THE NOVEMBER MINUTES:

TREASURER'S REPORT:
Expense Report:
There was no report.
Commissioner Warren inquired about the CBC annual budget. City Attorney Carpenter stated that
the City Board has not yet passed the budget for 2015.
COMMITTEE REPORTS: UPDATES:

Commissioner Homeyer stated:
■ There is nothing new to report.
Public Relations

Commissioner Warren stated:
+ That the commissioners interested in the duties of website maintenance were unable to
meet.
Later it was confirmed that Monday, January 05, 2015 at 2:00 pm a meeting will be
conducted at the office of the Plans Development Administrator, D. Tracy Spillman.
Commissioner Warren will demonstrate how to upload the Agenda, Minutes, and any
Variance Cases needed prior to the scheduled meetings.
• Commissioner Hancock proposed that it may be beneficial to the CBC website to have an
online forum for award submittals. Commissioner Warren stated that there is an active
"feedback forum" in which comments are directed to Plans Development Administrator's
email address.

Adopt -A -Street:
Chairman Peek stated that there was a "good" turnout for the cleanup and large amounts of trash
were collected.
Eye of the Beholder:
No report
• Commissioner Homeyer brought Eye of the Beholder yard signs and stickers to the
meeting. Two of the signs will be held in the office of the Plans Development Administrator
for ease of access for any of the commissioners needing to present an award.
Commissioner Winchester inquired how the awards were presented. The other
commissioners explained the process and presented Commissioner Winchester with one of
the cards that is to be left with the recipient upon nomination of the award.
Landscape Awards:
Commissioner Homeyer stated:
• Signs have been ordered for next year.
T.R.E.E Fund:
Commissioner Homeyer stated:
• There has been no change.
NEW BUSUINESS:
The commissioners discussed if the previously approved 2015 CBC Meeting and Filing Date
Calendar would need to be voted on again since there was a typo in the approved document.
City Attorney Carpenter stated that the scrivener's error would not necessitate another vote.
ANOUNCEMENTS:
Chairman Peek stated:
• The next meeting will be Thursday January 8th, 2015.
The next Adopt -A -Street cleanup will be discussed at next month's meeting.
