The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday,
October 02, 2014, at Curran Hall, 615 E. Capitol Avenue. Chairman Ed Peek called the meeting
to order.

APPROVAL OF THE SEPTEMBER MINUTES:
Motion: Chairman Peek entertained a motion to approve the September 04, 2014 Minutes with
a clarification. Commissioner Warren made a motion to approve.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
TREASURER'S REPORT:
Expense Report:
Commissioner Loveless stated:
There has been no new activity.
• That he has called City of Little Rock Treasury Manager Scott Massanelli and inquired if
the CBC checks have arrived.
Commissioner Warren inquired if Little Rock Planning Department's Administrative Assistant
Venita Harris had been contacted concerning the CBC's budget allotted by the City. Commissioner
Loveless stated he has not been in contact with Ms. Harris since June but would inquire in the near
future.
COMMITTEE REPORTS: UPDATES:
Community Protects
I-630 Trees:
■ Chairman Peek stated that he visited War Memorial Golf Course and found that within the
golf course fence boundaries there were not any significant opportunities to plant trees. He
also noted that the areas on the outside of the fence is the Highway Department's property.
Commissioner Loveless concurred that there is not an opportunity for additional trees.
■ After a brief discussion the commissioners agreed that the I-630 Trees would be removed
from the agenda.
City Hall South Yard:
■ Commissioner Homeyer and Commissioner Warren agreed that this would be revisited in
and discussed further in the fall.
• Commissioner Young inquired if seasonal color (mums) could be added to City Hall.
Commissioner Warren suggested that this may be under the domain of the City
Maintenance and Development Foreman (Horticulture), Ernie Moix in the Office of
Landscape and Urban Forestry. Commissioner Warren suggested that Mr. Moix be
contacted.
Public Relations
Website:
Commissioner Warren stated:
■ That the Agenda, Minutes and the approval of the last Variance Case has been posted.
■ Commissioner Warren proposed that the next commissioner (and any others interested)
assigned the duties of website maintenance meet prior to next month's CBC meeting at the
office of the Plans Development Administrator, D. Tracy Spillman. Commissioner Warren
will demonstrate how to upload the Agenda, Minutes, and any Variance Cases needed prior
to the scheduled meetings.
Chairman Peek inquired about the website diagnostics that had been discussed in earlier meetings.
■ Commissioner Warren stated that she would inquire about how to retrieve the data that
Google Analytics is to provide.
Social Media:
Commissioner Morgan was absent Commissioner Warren stated:
• She believes Commissioner Morgan was going to contact City of Little Rock
Communications Manager, Luis Gonzalez about doing a PR piece on the Landscape
Awards.
Commissioner Loveless stated:
• That several months ago the Little Rock City Board passed an ordinance that requires
multi -unit apartment owners to provide paper recycling for apartments that have one (100)
units and above. Commissioner Loveless presented the documentation that explains to the
apartment residents how this is to be accomplished and stated that this will be implemented
by this January.
■ KLRB is having a sustainability roadshow meetings to allow people to brainstorm green
and environmental issues that could benefit the City. A final report will be generated from
all of these meetings.
Adopt -A -Street:
Commissioner Loveless stated:
• That through September there have been seven (17) new streets added to the program and
a list of streets available for adoption has been provided. The list will be scanned so it can
be added to the website.
• Chairman Peek stated that the CBC will need to schedule two more pick-ups before the
end of the year.
a The commissioners decided the next pick-up will be October 18, at 8:30 am.
Eye of the Beholder:
Commissioner Young stated:
That there have been no new nominations.
Landscape Awards:
Chairman Peek stated:
The letters are almost complete and will be sent out.
• Commissioner Homeyer stated that there are four items that the commissioners will bring
to the Landscape Awards.
-Roses: Commissioner Warren
-Yard Signs: Commissioner Homeyer.
-Framed Posters: Chairman Peek
-Handouts: Commissioner Warren
Motion: Commissioner Homeyer made a motion that Chairman Peek be allowed to spend up to
$100 of CBC funds on frames for the Landscape Award Posters.
Second: Commissioner Warren seconded the motion and it passed unanimously.
T.R.E.E Fund:
Commissioner Homeyer stated:
• There has been no change.
NEW BUSUINESS:
Chairman Peek stated:
• The date for the Landscape Awards Ceremony will be Oct 21.
■ Chairman Peek entertained a motion to nominate CBC Officers.
- Commissioner Homeyer nominated Chairman Peek for Chair
- Chairman Peek nominated Commissioner Homeyer as Vice Chair.
- Commissioner Homeyer nominated Commissioner Loveless for Treasurer.
Motion: Commissioner Young made a motion to accept the nominations for the new positions.
Second: Commissioner Warren seconded the motion and it passed unanimously.
ANOUNCEMENTS:
Chairman Peek stated:
• The next meeting will be November 61h
• The next Adopt -A -Street cleanup will be October 18th at 8:30am.
ADJOURNMENT:
Motion: Chairman Peek entertained a motion to adjourn. Commissioner Homeyer made a
motion to adjourn.
Second: Commissioner Loveless seconded the motion and it passed unanimously.

Dear Mr. Evans:
Congratulations! The Salon Nichelle has been selected as one of the three winners in the 2014 "Best of the
Best" Landscape Awards given by the Little Rock City Beautiful Commission.
One of the duties of the Commission is to promote a greater public interest in the improvement of the
appearance of the City. To this end, the Commission has held the Landscape Award competition for over
30 years to recognize commercial, institutional, multifamily and subdivision development projects that
have gone above and beyond the standard, as the top landscape developments in our City. There were
many outstanding projects nominated this year, and it was hard for the Commission to choose just the top
three. However, when the votes were counted, you project emerged as one of the top three "Best of the
Best" for 2014. Again, congratulations!
The Commission commends you for your efforts and would like to recognize your project at the beginning
of the Little Rock Board of Directors meeting on Tuesday, ❑etober2l'b, at 6:00 p.m. in the Board Room
on the second floor of City Hall at 500 West Markham.
We would like to ask you or your representative(s) to come at 5:30 p.m. to the first floor City Hall Rotunda
to meet with the members of the Commission and your fellow award winners. We encourage you to invite
your landscape architect/design team, maintenance managers or other who contributed to your winning site,
to join us at the awards program. In addition to receiving a framed award poster and a long stemmed rose,
you will receive an award yard sign to post at your development for the next year. Your winning site will
also be featured on the Commission's website: www.lrci beautifulcomrnission.or .
Please call Dana Carney at 371-6817 by October 15a` and tell him who will accept the award for your
organization and who else will be attending. He will be putting together a presentation for the event that
will show photographs that highlight the landscaping of your building.
