Recall, in second attempt to bid chinese pistache for planting along Markham Street, we received only one laid from
Bemis Tree Faun in the amount of $225,560. Bemis didn't provide the laid security as required, and Purchasing
Agent would not honor that bid. However, it was found acceptable to negotiate under the $20,000 threshold that
doesn't require bid security or performance and payment ponds.
After inviting Bemis to teconsider a bid under $20,000, they agreed to not only do so, but will retain the original
-cunt of trees. Due to the risk of planting trees and losing a good percentage of them during the hot summer, Vt,e
all decided installation would be better later this fall after Razorback football game.
Bemis Tree Farm mistakenly ordered the sixty trees and has requested payment with intentions of bolding trees in
their farm until planting time .this fall. We are comfortable honoring pay request, because of vendor's performance
over the last fifteen years with us. Jerry Paul has requested this memo as a means to proceed in issuing Elie
check. With your approval, we will proceed accordingly.

The City Beautiful Commission held its regular meeting Thursday, June 5, 2014, at 11:30
at Curran Hall. Vice Chairman Ed Peek called the meeting to order.

Motion: Commissioner Young made a motion that the May 2014 Minutes be approved with
revision noted.

Expense Report:
Commissioner Loveless stated:
There are no changes to the expenses and the balance of the account is $1172.05.
■ That he has spoken with City of Little Rock Treasury Manager Scott Massanelli to verify
that the signature cards are up to date.
a That he had tried to contact City of Little Rock Accountant Nancy Warfield to inquire
about the reporting that needed to be accomplished to coordinate with the city. The
commissioner stated that he will follow up with Ms. Warfield later this month.
COMMITTEE REPORTS: UPDATES:
Communiii Proiects
I-630 Trees:
City Attorney Carpenter gave a report on the bid for the War Memorial Tree Project. The following
was stated:
■ The War Memorial Tree Project has been rebid. Bemis Tree Farm returned the only
proposal and it came in under $20,000.00. It was also determined that since there is a high
potential of loss of trees if planted in the summer the installation will be postponed until
the fall. The City manager has approved this postponement and Entergy and the Urban
Forester are also in agreement with this approach. The Parks Department will announce a
press release closer to the date of the tree installation.
Vice Chairman Peek inquired if there was anything further on the on the I-630 Trees.
Commissioner Loveless reported the following:
• He (Commissioner Loveless) had spoken with Mr. Robert Moore with the Highway
Department who had referred him to Mr. Rick Prince. Mr. Prince oversees "beautification"
and asked that any new trees planted be a native species. In addition Mr. Prince was
concerned about who would be responsible for the cost of removing any undesired plant
materials and requested that the Highway Departments Maintenance Engineer, Mr. Tony
Evans be contacted. Upon speaking with Mr. Evans, Commissioner Loveless was informed
that there is a sensitive issue of sound control from the downtown area to Rodney Parham.
In addition the plant materials adjacent to the zoo are intentionally left to grow for sound
control. Mr. Evans stated that he would review the existing plant materials for any sound
limiting factors or any environmental agreements that may be in place with the city or other
entities located along the interstate. Mr. Evans stated he would contact Commissioner
Loveless of any findings. Commissioner Loveless also stated to Mr. Evans that any new
plant material installed would not add to the maintenance of the highway department but
be planted on the inside of the fence of the golf course.
Commissioners Peek and Loveless discussed the planting possibilities and agreed to try to
make a site visit before the next CBC meeting.
City Hall South Yard:
Commissioner Homeyer stated that this has been postponed due to the weather and will probably
become a fall project.
Public Relations
Website:
In the absence of Commissioner Warren there were no updates concerning the website.
Social Media:
Commissioner Morgan stated:
• He had emailed City of Little Rock Public Relations Manager, Meg Matthews but had not
received a response. He would again try to contact Ms. Matthews.
• That he had been in contact with Soiree Magazines, Amanda Hoelzeman and she had
inquired if the CBC could have any type of press release in which an article could be written
as opposed to placing a CBC advertisement.
• Commissioner Homeyer presented two recent articles that appeared in the Daily Record
concerning the Eye of the Beholder Awards and KLRB's Adopt -a -Street program. The
commissioners further discussed these articles and the possible addition of the Landscape
Awards.
■ The commissioners discussed corrections in contact information on the CBC website and
the possibility of future articles.
KLRB:
Commissioner Loveless reported the following:
The Kavanaugh / Pine Valley Round -a -Bout Committee is moving forward. They have put
out a request for design proposals to interested parties. Applications are to be submitted by
June 23, 2014. A selection will be made July 7, 2014.
It was also stated that the city will pay the cost of the round -a -bout but the interior design
portion will be paid for by private contributions. A list of potential donors is being
assembled and City Director Stacy Hurst has helped establish a 5016 for tax deductible
donations.
Commissioner Loveless stated that he would e-mail a base map of the proposed round -a-
bout area to the other commissioners.
• Envision 2014 Otter Creek is proceeding and meetings have been held with residences and
area leaders. Professionals and students from across the state have been solicited for design
proposals. The deadline for submissions will be towards the end of the summer and the
presentation will be next fall. Included areas will be the entrance to Otter Creek as well as
Highway 5. Highway 5 is proposed to become a "Gateway to Little Rock". In addition the
area between Highway 5 and Bass Pro Shop and north from Otter Creek Parkway to
Baseline is considered unsuitable for development. As part of the design project a proposal
for a 7,000 to 10,000 square foot building is to be included within this area. The building
will be used for meetings and events and the surrounding area will include paths in an
attempt to make this area more usable.
■ The Highway Department is proposing to widen I-30. It was stated that there will be an
effort to work with the highway department to tie this area into the gateway design and
also develop other green areas east of I-30.
+ Next year's City Wide Cleanup will be March 14, 2015.
• Mark Bradley from Parks and Recreation who had volunteered in this year's City Wide
Cleanup at Murray Park was killed in the April tornado. It was suggested that KLRB and
the City continue their future cleanups in this area and possibly look into renaming the lake
that was the focus of the cleanup in honor of Mr. Bradley.
■ Multifamily recycling was passed and will be in place by the end of the year.
• The first sustainability Roadtrip meeting took place at City Hall. The next meeting will be
held August 21, at the Southwest Community Center. The following meeting will be held
at the Chenal Valley Library in November.
+ The annual Litter Index will be August 9.
■ There is money still left in the recycling grant made available for schools. This grant was
used for promotional posters to educate children about recycling.
■ Keep Arkansas Beautiful is going to recognize several people who have been involved at
Wildwood on June 13, from 4:OOpm — 7:OOpm. Norm Berner and Suzanne Hirrel from
KLRB will be honored. There will also be a Keep Arkansas Beautiful sponsored seminar
on June 14, from 9:OOam — 3:OOpm.
■ There has been a problem finding people to clean the cigarette butt disposal units that are
mounted to light post. Commissioner Loveless inquired if anyone could suggest volunteers
for this program.
Adopt -A -Street:
Vice Chairman Peek stated that there had been a pickup May 10, and the area of concentration had
been to the south of Hanks Furniture.
Eye of the Beholder:
Commissioner Young stated that there have been no updates. The Commissioner also stated that
she has sent a request to Commissioner Warren to update the information on the Eye of the
Beholder webpage.
Commissioner Young further stated:
• There have been two nominations and the spread sheet has not been updated.
• Certificates and cards will be delivered next week to City Staff Member Spillman.
• Commissioner Homeyer stated that he had also been forwarded a nomination from City
Staff Member Carney.
Landscape Awards:
Commissioner Homeyer stated that the nominations are now open.
• Commissioner Loveless stated that he would like to nominate the Hillary Clinton
Children's Library.
T.R.E.E Fund:
City Staff Member Spillman stated that there had been a recent donation to the T.R.E.E Fund and
the new total is $60,144.67. The Commissioners discussed areas where the T.R.E.E funds can be
used.
NEW BUSUINESS:
City Staff Member Carney introduces Mr. Bob Winchester to the commissioners. Mr. Carney
stated that Mr. Winchester has served on the Little Rock Board of Adjustment and is a potential
candidate to serve on the City Beautiful Commission.
ANOUNCEMENTS:
Vice Chair Peek announced the next CBC meeting will be July 10, 2014.
• Commissioner Homeyer inquired if Chairman Minor will be unable to fulfill his CBC term
due to business obligations will his vacancy be filled. Vice Chairman Peek concurred and
City Attorney Carpenter explained the Vice Chair position will move to the Chairman
position and there will be an election for a new Vice Chairman.
City attorney Carpenter asked Vice Chair Peek to open nominations for the election of Vice
Chairman and add this item to next month's agenda.
• Adopt -A -Street pick up will be July 12, 2014 at 8:30 am

Motion: Commissioner Homeyer made a motion to adjourn.
Second: Commissioner Toro seconded the motion and it passed unanimously.

Competition Introduction:
Following in the success of the 2013 Envision Little Rock Ideas Competition, Envision Little Rock 2014
refocuses on a rapidly growing area of southwest Little Rock. Three decades ago the Otter Creek
neighborhood was envisioned as planned community nestled in the oak and pine forests of
southwestern Pulaski County. Ground broke on the first home in 1976, and now a population of several
thousand and over 1000 homes exists in the 800 acre semi -private neighborhood. The existing
development around Otter Creek caters to car -centric lifestyles, consists largely of low -density, single -
use land development and fragmented green space. Rather than razing the existing development and
streets with the aim of re -starting to create a new identity, this competition proposes that we utilize
Innovative design and planning concepts to retrofit the area to create a more diverse, cohesive urban &
suburban fabric within walkable and identifiable public spaces.
Timeline:
Competition registration begins on May 15' , 2014. (Registration form is at end of this document)
Competition registration ends August 155, 2014.
Competition runs from August 151 to November 1st, 2014.
Site Visit with local stakeholders in August
Jury deliberation begins November, 2014.
Public awarding of the three design categories begins in December 2014.
Winners announced during December 2014 Event.
Eligibility:
Open to the public, students and professionals from all backgrounds including designers, artists, and
other creative folks who have a strong desire to affect the future of this area of Little Rock. Individual
participant submissions will be accepted and collaborative group submissions are encouraged. There is a
6 person limit to the number of participants in a collaborative group entry, but no limit to the number of
entries by each person or group, but each entry must be registered and paid for separately.

Professionals — $40 per entry (For firm submissions, working professionals, and college graduates within
a design/engineering workplace)
Students — Free (Must provide documentation of current enrollment status, full or part time accepted)
*Public— $40 per entry (Open to anyone not affiliated with a professional design or engineering
firm or a graduate from an architecture or engineering program)
Design Challenge:
The center of the proposed competition site is the primary entrance to Otter Creek along highway 5 in
Southwest Little Rock. The Envision competition committee has not defined exact site extents or
boundaries but identified areas of focus for the teams to develop their solutions around. The
competition is inspired by an existing landscape improvement proposal for the Otter Creek
neighborhood. Stakeholders for this competition include the Otter Creek Neighborhood Association, the
Areas described on the map above are expected and possible inclusions in the design. Land owned by
the City of Little Rock and AGFC are to function primarily as park, recreation, or educational space. Much
of this land is located within a fioodplain so development should be limited to what is appropriate. The
AGFC owned land should also be considered as the area within which the Nature and Education center
should be located.
The design challenge involves the transformation and connection of 100+ acres of existing green space,
neighborhood park, low density residential neighborhood, and private retail development into an
identifiable place in southwest Little Rock. The design should recognize and create synergies and
beneficial connections between various stakeholders and land -use types. While residential growth and
development has been successful recently, the local community desires a more connective, walkable,
and dense development to create an identity and promote future growth, The Otter Creek community
also desires to utilize the Otter Creek greenspace to the east of their community to become a functional
component of the area whether this includes trails, recreation elements, educational facilities, or
community gardens. The competition offers the opportunity for individuals, firms, and multidisciplinary
teams to engage in a challenging exercise in responsible land use and urban re -development.
DESIGNS SHOULD ADDRESS/INCLUDE:
p Recognition of the needs of Otter Creek residents, local businesses, and future development.
a An Iconic gateway to into Otter Creek and the City of Little Rock along Highway 5.
A new 7,500—10,000 sqft Nature & Education Conference Center and related improvements to
include trails and outdoor amphitheater in the Otter Creek greenspace(similar to other AGFC
education centers)
e Design that references characteristic s endemic to Arkansas, think 'sense of place'.
• Mixed use development, alternative transportation considerations, multi -functional green space
and low -impact development techniques throughout the design where appropriate.
Awards:
Three jury deliberated award categories:
Professional - $1500
Student - $1500
Awards to be voted on by public:
"Otter Creek Gateway" ($250) - for the project that presents the best iconic and memorable
design.
"Establishing Connections" ($250) - for the project that establishes vital connections for current
and future contingencies.
"The Wildcard" ($250) —where anything goes.
Judging:
Each registrant category will be narrowed down to 2-3 finalists by a jury composed of local
professionals, city officials, and experts (making 3-9 finalists). From these finalists a winner will be
chosen from each category but kept secret until the awards event in December 2014. During November
and up until the December, the public will vote on all of the submissions for the competition via online
and public voting for three categories; "Otter Creek Gateway' ($250) "Establishing Connections" ($250)
City of Little Rock, Arkansas Game and Fish Commission, and local private & public landholders.
Originally, the Otter Creek neighborhood desired an iconic entry to their neighborhood that defined a
local sense of place and created a memorable experience. The competition has expanded this iconic
entry idea to include a multi -faceted design challenge. The Otter Creek neighborhood and the City of
Little Rock will utilize the designs to assist in defining the future of this area. Rough boundaries include
Interstates 430 and 30 to the West and South, Baseline road to the North, and Otter Creek road to the
South. These boundaries are not fixed but generally encompass the area that will fully support proposed
solutions. Designs should consider connections to nearby existing and planned developments including
the Bass Pro Shop and Gateway Town Center retail developments.
"The Wildcard" ($250). Winners of the jury deliberated awards can also win one of the public voting
categories increasing their award money. It is up to you as a participant to decide if you would like to
tailor your design toward jury or public awards, especially if you have an idea that could be the
"wildcard". In December, the finalists and winners of the three categorical jury awards of $1500 will be
announced as well as the winners of the public voting categories,
Support Materials:
Basemap information, images, and other documentation will be provided for entrants when registration
concludes. This includes a CAD file of the site within its greater context. Feel free to obtain your own
basemap information if you would like. There is much information and documentation that we have not
included but can be found via a thorough site analysis. For public entrants who do not have design
software, a set of scaled detailed plans of the site and context will be provided in various sizes that can
be printed and worked from that will fit onto the required panels for submission, please ask us if there is
another size or format you would like and we will try to accommodate you.
Submission Requirements:
Digital and hard copy forms of submission must be submitted by all entrants. A single submission may
only be entered in one category (Professional, Student, Public). The website www.comgetitions.org lists
numerous other design competitions and may be a good resource to see what other entrants have
provided for judging and to get ideas on presentation styles.
All submissions must include:
Hard Copy:
One 36" x 48" (or two connected 24"x36" panels) in landscape format mounted/glued/printed on a
foam core/cardboard panel backing that includes accompanying images and support materials listed
below. If mailed, please cut your 36"x48" panel(s) in half or quarters with plenty of padding for ease of
mailing, we will reassemble for presentation.
Digital:
A pdf orjpeg copy of your 36" x 48" portrait panel not exceeding 15mb in size, which is to be emailed to
envisionlittlerock mail.com or uploaded to a dropbox folder provided before the competition ends.
If you do not have access to certain large format printers and scanners for creating your board please
email our committee for more resources.

All Professional and Student entries must include:
Clear visual communication of ideas is required. A concise and simple composition on your panel
that conveys your idea quickly will help during judging.
■ At least one schematic or detailed plan of your design is required, this may not be very large but
must be sufficient enough to locate your plan within the greater context of Little Rock.
A small diagram or description of the site analysis process — we want to see your understanding
of site and place.

other graphics, but must include your Unique Team Id number, i.e., PXXXX, or SXXXX which will
be provided upon successful registration.
Public entries must include:

paintings, photos, diagrams, sketches and any other form of visual representation, if there are

process drawings and inspirational or descriptive materials on your panel.
