The City Beautiful Commission held its regular meeting Thursday, May 1, 2014, at 11:30
at Curran Hall. Chairman Chris Minor called the meeting to order.

APPROVAL OF THE MARCH MINUTES:
Motion: Commissioner Loveless made a motion that the Minutes be approved.
Second: Commissioner Young seconded the motion and it passed unanimously.
TREASURER'S REPORT:
Expense Report:
Commissioner Loveless stated that there were no changes to the expenses.
COMMITTEE REPORTS: UPDATES:
Community Pro'ects
I-630 Trees:
Commissioner Loveless stated that he had acquired a phone number for a contact at the Highway
Department to discuss the cleanup of the I-630 area. He further stated that he is trying to set up a
meeting in the near future.
Commissioner Peak inquired if it had been determined if a portion of the golf course was located
on the Highway Department's property, approximately forty (40) feet. Commissioner Loveless
stated that this was correct but he believes city may have been given the right for the use of this
properly. City Attorney Carpenter stated that she is unsure if this area is an easement but suggested
the Highway Departments approval be sought before any clearing begins. City Staff Member
Carney speculated that the Highway Department was granted control of this area due to the golf
course being in existence prior to the construction of the highway and stated it is possible that an
agreement was met before the construction of the highway.
Chairman Minor inquired of any updates on the Markham T.R.E.E Fund project. City Staff
Member Carney stated that this has been rebid. City Attorney Carpenter added that the bid opening
was to be held May 2, 2014 at 3 pm.
City Hall South Yard:
Commissioner Homeyer stated that he did not have an update at this time but would be able to
provide new information at the next meeting.
Public Relations
Website:
Commissioner Warren stated that the Agenda, Minutes, and the revised Retreat Minutes have been
placed on the website. In addition, the contact list has been updated and now includes new
Commissioner McCulley. The Landscape Awards are now shown as being open as of May 1 and
the nomination form has been updated.
Commissioner Warren explained that the provider of the website statistical information was
purchased by Google and discontinued. As a result, website traffic information has been
unavailable since February. Commissioner Warren was provided with information about a new
and possible replacement service "Google Analytics" that would provide statistical data for a one-
time fee of $150.00.
Motion: Commissioner Loveless made a motion that $150.00 be approved for the purchase of
Google Analytics.
Second: Commissioner Morgan seconded the motion and it passed unanimously.
Social Media:
Commissioner Morgan stated that he had learned that Ben Thielemier with the City of Little Rock
Public Relations had resigned from his position. He further stated that he is now unsure of who he
should direct any social media questions. City Staff Member Carney suggested that the City of
Little Rock Public Relations Manager, Meg Matthews be contacted. Commissioner Morgan asked
for further guidance from the commissioners on how to proceed. He also stated that he felt maybe
the best option would be for the CBC to forward information to the city public relations department
and have them post it on behalf of the CBC. Chairman Minor concurred and it was discussed what
would be the content of the post and how often they would be made.
Chairman Minor stated he had forwarded the information that he had gathered on advertising rates
for Soiree Magazine via email and opened the topic up for discussion.
The question of the voting on CBC business via emailed was approached.
City Attorney Carpenter was given the floor and explained the CBC meeting procedures and
emphasized that the commissioners not discuss official business via email due to a possible
violation of the Freedom of Information Act. It was further explained that general information can
be exchanged by email but anything that requires discussion would need to be added to the agenda
for the next meeting.
City Attorney Carpenter further discussed the CBC funding sources and the commission's two
accounts. One being the account with the city and the allotment of $2,500.00 and the CBC separate
account. It was stated that it is acceptable to maintain separate accounts but since the CBC is
subject to fiscal procedures of the city that the separate account needs to be in the cities name and
accounted for on the cities books. Attorney Carpenter further directed the commission to
coordinate with Treasury Analyst Scott Massanelli 371-4532 and Accountant Nancy Warfield 371-
6834. Mr. Massanelli will coordinate the account signature authority (two signatures) and Ms.
Warfield will be able coordinate the monthly reconciliation.
Commissioner Morgan returned the discussion back to Soiree Magazine. The commissioners
discussed if an advertisement in this publication would reach the appropriate audience and
accomplish the desired publicity for the Landscape Awards. Other publications including Arkansas
Business, and The Daily Record were discussed as potential outlets to reach a public more closely
connected to the commercial community.
KLRB:
Commissioner Loveless stated that he had been out of town during the Sustainability Summit /
Earth Day. Commissioner Warren stated that she had attended an event at the Clinton Library and
gave brief summary.
Commissioner Loveless reported that he had spoken with Tim Heiple who had communicated that
the Earth Day event held on E. Markham had been a success.
Commissioner Loveless also stated that Mr. Bob Callans had sent an email concerning the Vision
Design Competition 2014 sponsored by KLRB, Studio Main, and City of Little which is focusing
on the Otter Creek area. Mr. Callans email stated that the scope of the project has been expanded
to include all of the areas from I-430 to I-30. As a result the Otter Creek Home Owners and
Business Association has delayed any sculpture or median development until the design
competition is completed and has produced a winner. Commissioner Loveless stated he has tried
to contact Mr. Callans by phone to obtain more information but hasn't been able to reach him.
Commissioner Loveless also stated that there had been a Fourche Creek cleanup on Earth Day.
In addition Commissioner Loveless mentioned that an ordinance has been passed that requires
landlords with one hundred (100) units or more to provide recycling for their tenants. He also
stated a new service called `Bellboy Waste" has been started that will collect recycling from rental
units and suggested that this could provide a recycling service for complex's with less than one
hundred (100) units. Commissioner Loveless stated he would try to obtain more information about
this service.
Adapt -A -Street:
Chairman. Minor inquired who would be available for the May 3, 2014 cleanup. After discussion
the cleanup was moved to May 10, 2014 at 8:30 am. Providing a "full cleanup" in the future was
also discussed. This would possibly include trimming and raking the weeds adjacent to the vacant
lot located at Kanis and Bowman.
Eye of the Beholder:
Commissioner Young stated a nomination been made by Commissioner Homeyer, and one from
Commissioner Young for 1901 S. Broadway. In addition Commissioner Young stated she has been
in contact with the City of Little Rock Sustainability Officer Melinda Glasow and has acquired the
Little Rock Recycles logo which is to be placed on the Eye of the Beholder recipient cards.
Landscape Awards:
Commissioners Homeyer stated that the nominations are now open and everything is in place. He
also asked that social media be informed.
T.R.E.E Fund:
Commissioner Warren inquired if the spread sheet and corresponding maps that were delivered to
the commissioners at the last meeting detailing the T.R.E.E Fund areas and the monetary
allocations could be delivered digitally.
NEW BUSUINESS:
Chairman Minor calls for an approval of the CBC 2012 Retreat Minutes
Motion: Commissioner Warren made a motion that CBC 2012 Retreat Minutes be approved.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
ANOUNCEMENTS:
Chairman Minor announced the next CBC meeting will be June 5, 2014 and the next Adopt -A -
Street pick up will be May 10, 2014 at 8:30 am.

Motion: Chairman Minor made a motion to adjourn.
Second: Commissioner Loveless seconded the motion and it passed unanimously.

Pantone/PMS, RGB or indexed colors can be

One of the goals of the Little Rock City Beautiful Commission is to promote public
interest in the general improvement of the appearance of the city of Little Rock. To this and, the
City Beautiful Commission has recently established a program for recognizing homeowners
who are contributing to the beautification of Little Rock. In doing so, the Commission seeks to
encourage others to do their part in creating a more pleasing environment for our community.
The public is invited to submit nominations for recognition by the Little Rock City
Beautiful Commission. Homeowners selected will receive a certificate of appreciation.
To be considered, the site should:
Display an exceptionally colorful landscape visible to the public, ideally including a
profusion of annuals and perennials
If you would like to nominate a site (or sites) please complete the following form and return to
