Vice -Chair Jan Hicks called the meeting to order. MEMBERS PRESENT: Jan Hicks Cita Cobb Ann Ivey Troy Laha Lynn Warren John Beneke Ross Piazza ALSO PRESENT: Christy Marvel, Plans Development Administrator, Department of Planning & Development, City of Little Rock APPROVAL OF THE MINUTES: Motion: Ross Piazza moved to approve the minutes from the March 2nd 2006, meeting as submitted. Second: Troy Laha seconded the motion and it passed unanimously. TREASURER'S REPORT: City staff noted the following per Ann Ivey: Little Rock City Beautiful Commission Treasurer's Report 04-06-2006 Beginning Balance as of March 02, 2006 Credits Interest Debits Account Total credits $3,538.88 .63 $0.63 $3,539.51 Southern Reprographics (Printing) 180.07 Total debits Ending Balance as of April 06, 2006 OLD BUSINESS: 2006 Garden Show; notes/comments for next year $180.07 $3,359.44 $3,359.44 The pocket ashtrays were a huge success. The quantity of ashtrays needs to be increased if it is a program to continue in 2007. Ross Piazza has the book of comments and there is informative data within. The Little Rock Garden Club was a success and something the CBC should definitely be a part of in 2007. The 2006 Landscape Award Brochure was of interest to the various businesses also participating in the garden show. Staff has the remaining brochures, banner, and other materials used at the show. The flower arrangements were very nice and added a lot to the display area. Lynn Warren presented the Mayor, City Manager, all the department heads, and the Board of Directors a small gift bag that included the pocket ashtrays. Motion: Troy Laha moved to participate in the 2007 Little Rock Garden Show. Second: Lynn Warren seconded the motion and it passed unanimously. Pocket Ashtrays: The CBC needs to review options for more production of the pocket ashtrays. The new KICK campaign would be optimal in conjunction with the Clean Air Campaign. The CBC will need to address the logo design/layout of adding a donor. The verbiage "snuff out first" should also be added to the pocket ashtrays due potential liabilities. Mrs. Warren distributed a flyer with Keep America Beautiful information. Motion: Cita Cobb made a motion to approach Phillips Morris about possibly sponsoring the pocket ashtrays. Second: Troy Laha seconded the motion and it passed unanimously. NEW BUSINESS: Landscape Awards: Lynn Warren informed the group that she would like to step down as the chair of the landscape awards committee. The pocket ashtrays have taken on a life of itself and she doesn't have enough time to give the award the attention it would need. Mrs. Warren expressed willingness to be a resource to the individual that takes up this position. The CBC recommended Jan Baker; however, due to her absence this should be tabled until next month. Troy Laha: The state is currently reviewing the laws on watersheds; including cleaning up ADEQ and the staff. Accusations of lack of enforcement have been made and inability to get inspections made. Mr. Laha feels the CBC should be involved in the ongoing efforts to clean-up Fouche Creek. There is a Keep Arkansas Beautiful luncheon on April 19, 2006. The CBC should have a member in attendance. Troy Laha: Mr. Laha informed the commission about a new ordinance that would eliminate individuals parking on their lawns. Mr. Laha thinks this is an issue the CBC should support. It was decided that the ordinance really needs to go one step further and to read, "paved or gravel that is contained." Motion: Lynn Warren made a motion to draft a letter in support, to include the verbiage, "paved or gravel that is contained" and the letter to be sent prior to the ordinance review. Jan Hicks volunteered to write the letter. John Beneke noted he would attend the meeting on behalf of the CBC. Second: John Beneke seconded the motion and it passed unanimously. Staff noted the possibility of three landscape variances for next month. None of which has filed; however, today is the deadline. The sites to potentially visit are the following: Cal -Ark (off of I- 30), Burger King on Markham (near UAMS), and The Capitol Hotel, downtown. Adjournment: 12:20 p.m. May 04, 2006 ITEM NO. 1 - C.B.C. 594 - NEW MATTERS Applicant: Address: Description: ORDINANCE REQUIREMENTS: Cal Ark International Dave Roberts, ASLA— Agent with Roberts & Williams Associates 12024 Interstate 30 Located on the Southwest corner of Otter Creek Road and I-30 1. The perimeter planting strip adjacent to freeways or expressways shall be at least thirty (30) feet wide except within the designated mature area. VARIANCE RE UESTED: 1. A reduction of the thirty (30) feet in width to twelve (12) feet in width. FINDINGS: The site is currently developed as a truck facility for CalArk International. The property extends from the I-30-Frontage Road to Otter Creek Road and is bordered by a utility transmission line and easement to the west. Other uses in the area include industrial, commercial and office uses located at the I-30/I-430 interchange. CalArk Trucking Company is located at 12024 I-30; a 30+ acre, C-4 zoned tract bounded by Otter Creek Road on the north and I-30 on the southeast. CalArk, the applicant, is proposing an expansion of their existing operation to add a maintenance building, wash bay, truck entrance guard shack and 32 trucks Idleaire facility. CalArk is requesting a variance for the required 30-foot buffer along I-30. In -lieu of the buffer, CalArk will landscape along I-30 and Otter Creek Road to screen their existing truck operation. Currently, there is a 40-foot grass strip that lies between the frontage road and the CalArk parking area with a 12-foot landscape strip located on the applicant's property. A variance for the required 30-foot buffer along I-30 is being requested. The landscaping along I-30 and Otter Creek Road has been designed to screen their existing truck operation and the new construction. Currently, there is a 40-foot grass strip that lies between the frontage road and the parking area with 12-feet of the grass strip located on the applicant's property giving the appearance of a larger landscaped area. Along the I- 30 Frontage Road the Landscape Plan indicates the placement of both larger quantities and larger sizes of plant material. The proposed plan includes nine (9) Andorra Juniper shrubs, six (6) Burning Bush shrubs, seven (7) compacta holly shrubs and fifty-four (54) loropetalum shrubs. Fifteen (15) Savannah Holly trees and thirteen (13) Shumard Oak trees are planned. The Savannah Hollies are proposed at a minimum of 10 — 12 feet in height and 2-inch minimum caliper, full to the ground and the Shumard Oaks are proposed at a minimum of 14 — 16 feet in height and 2 1/2 to 3-inch minimum caliper, full to the ground. The loropetalum and the Burning Bush are proposed at a minimum of 7-gallon plantings 30 to 36 inches in height and 36-inch minimum spread. The entire area will be sodded with Bermuda Sod. The plantings along the eastern perimeter include eighty-seven (87) loropetalum shrubs, seven (7) Savannah Holly trees, twelve (12) Shumard Oak trees and six (6) Southern Magnolia trees. The Savannah Hollies are proposed at a minimum of 10 — 12 feet in height and 2-inch minimum caliper, full to the ground, the Shumard Oaks are proposed at a minimum of 14 — 16 feet in height and 2 1/2 to 3-inch minimum caliper, full to the ground and the Southern Magnolias areproposed 14 — 16 feet in height and 2 1/2 to 3-inch minimum caliper, full to the ground. The loropetalum are proposed at a minimum of 7-gallon plantings 30 to 36 inches in height and 36-inch minimum spread. The area will be sodded and hydroseed with Bermuda. Plantings along Otter Creek Road include the placement of 46 loropetalum shrubs, fourteen (14) Savannah Holly trees and twelve (12) Shumard Oak trees. The loropetalum are proposed at a minimum of 7-gallon plantings 30 to 36 inches in height and 36-inch minimum spread. The Savannah Hollies are proposed at a minimum of 10 -- 12 feet in height and 2-inch minimum caliper, full to the ground, the Shumard Oaks are proposed at a minimum of 14 — 16 feet in height and 2 1/2 to 3-inch minimum caliper, full to the ground. The area will be hydroseed with Bermuda. According to the minimum Landscape Ordinance requirements one (1) tree shall be planted for every seven hundred fifty (750) square feet of landscaped or buffer area with an average linear spacing of not less than thirty (30) feet. Three (3) shrubs or vines for every thirty (30) linear feet shall be planted in the perimeter planting strip. Massing is permitted as long as trees are spaced not more than one (100) linear feet apart including the width of driveways. The indicated plantings are more than adequate to meet the typical minimum size requirements of the Landscape Ordinance. Phase two and phase three construction have not been built as shown on the approved site plan and the approved landscape plan. Staff feels phase four completion needs to be included with any additional landscaping requirements not currently being met. Staff feels that these outstanding issues will need to be resolved prior to the final certificate of occupancy or a temporary certificate of occupancy being issued on any of the projects. The planning commission approved the requested variance to allow a reduced street buffer adjacent to I-30 on March 30, 2006.
