The City Beautiful Commission held its regular meeting Thursday, December the 1 st, at
11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Karol
Zoeller called the meeting to order.

APPROVAL OF THE MINUTES:
Motion: Troy Laha moved to approve the minutes from the November 41h, meeting
as submitted with the word AND added to the verbiage, as shown below in condition
number two.
Second: Jan Hicks seconded the motion and it passed unanimously.
2. If/when Asher Avenue is ever widened AND/OR SOLD; the landscape strip must be
relocated to meet the city's landscape ordinance requirements.

PRESENTATION TO TIM HEIPLE:

The City Beautiful commission presented prior CBC Chair, Tim Heiple, with an Eye of the
Beholder Certificate, a card, and a "tree" cake. The CBC appreciates all the hard work and effort
put forth by Tim Heiple the past six years.
Tim presented information regarding the landscape awardees yard signage. This year, there were
a total of eight awardees. The signs used last year were twenty dollars a piece with a flimsy
plastic frame costing four dollars each. The company has a metal stand that is more durable and
costs twenty-five dollars each. The metal signs would be more durable, thus last longer.
Motion: Lynn Warren made a motion to purchase nine of signs and nine of the metal frames.
Second: John Beneke seconded the motion.
Motion Amendment: Lynn amended the motion to eliminate the date from the signage.
Second: John Beneke seconded the motion and it passed unanimously.
The approximate cost will be four hundred and thirty dollars, Tim will place the order soon and
invoice Ann Ivey prior to the end of the fiscal year. It was also recommended handing out the
yard signage to the awardees the evening of the annual landscape awards. Tim Heiple also
inquired about the letter concerning the BFI landfill project. Troy Laha composed a letter in
opposition to the expansion of the project. Tim agreed to mail the letter.
OLD BUSINESS:
Pocket Ashtrays -Lynn Warren researched the available data regarding the pocket ashtrays.
Two primary issues surfaced. One of which, is the importance of distributing information with
the pocket ashtray to educate the recipients. Secondly, is the importance of remaining non-
judgmental towards the recipients. If the CBC decides to target hospitals, it is recommended to
approach the hospital board and/or upper level administration. It was suggested that the city
mayor and the city board might be interested in promoting these pocket ashtrays and should be
consulted prior to approaching any entity for distribution. The pocket ashtrays will have the
CBC logo on one side.
Lynn was given approval to proceed with the ordering of the pocket ashtrays. Invoice needs to
be turned in prior to the end of the fiscal year.
NEW BUSINESS:
2006 CBC ANNUAL RETREAT:

The date for the retreat is going to be Sunday, January 22nd and the location is still undecided.
CBC members bring options/ideas to next months meeting for a meeting location. Lynn Warren
mentioned the possibility of having a facilitator. Lynn is going to call the University of
Arkansas at Little Rock, Extension Office and see if they offer that service and will report back
next month. If a facilitator is present, the documents provided by Sharon Vogelpohl should be
given to the new facilitator as a reference.
INFORMATIONAL BOOTH AT THE 2006 ANNUAL LR GARDEN SHOW:
John Beneke discussed the options available for the involvement of the City Beautiful
Commission in the 2006 Little Rock Garden Show, March 3`d, 41n, and 5tn Each CBC member
can work an allotted amount of time on these three days. The times are Friday and Saturday
from 9:00 to 6:00 and on Sunday from 10:00 to 4:00. Ross Piazza agreed to handle the
coordination of the garden show booth. It was decided to proceed forward with the commitment.
Ann Ivey will issue a check to John Beneke, amount to be for the non-profit booth. John will
submit an invoice back to Ann Ivey for the full amount prior to the end of the fiscal year.
Motion: Troy Laha made a motion to purchase a non-profit booth.
Second: John Beneke seconded the motion.
Amendment to the motion: Lynn Warren amended the motion to invite the Keep Arkansas
Beautiful Committee to share in the booth space with no financial obligation.
Second: John Beneke seconded the amended motion and it passed unanimously.
KEEP ARKANSAS BEAUTIFUL:
Lynn Warren made a suggestionlinquiry regarding the newly formed, Keep Arkansas Beautiful
Commission. Soon the group will be doing a citywide litter index. It was suggested to pay for a
luncheon upon completion of the citywide tour. Lynn Warren plans to ask Karol Zoeller what
other options may be available for the CBC to help the new group, financially.
Lynn Warren requested that another City Beautiful Commissioner replace her on the Keep
Arkansas Beautiful Committee. It was included in the by-laws for the newly formed group that
one of the seats on the committee is to be occupied at all times by at least one City Beautiful
Commissioner. Lynn Warren, has been that representative thus far but would like to step down.
Jan Baker voiced interest in the position and would like additional information. Lynn Warren
stated she would get all the relevant information to Jan Baker via email.
CBC BROCHURE:
A mock-up for a City Beautiful Commission Brochure was handed out to each commissioner.
Please, review the document and bring all suggestions and comments to next months meeting.

1. A perimeter planting strip is required along any side of a vehicular use area that abuts a
right-of-way of any street or highway.
2. One (1) tree and ten (10) evergreen shrubs every thirty (30) linear feet shall be planted in
the perimeter planting strip.
3. A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property.
4. One (1) tree and four (4) shrubs every forty (40) linear feet shall be planted in the
perimeter planting strip.
VARIANCE REQUESTED:
1. Deletion of the perimeter landscaping strip and associated trees and shrubs or vines along
41 st street.
2. Reduction of the number of trees and shrubs within the planting strip along the northern
property line.
FINDINGS:
This property is located at the southeast corner of Stannus Street and West 41s' Street. The site
currently is occupied by a vacant two-story brick building. The parking lot is in a state of
disrepair with grass growing in several locations. There is a narrow drive, which extends from
Stannus Road to the rear parking area on both the north and south sides of the building. There is
very little landscaping or green space located on the site.
As of this writing, staff has received one phone call in opposition from an area resident. On
November 10, 2005 this site was reviewed by the Planning Commission as a short -form Planned
Office Development (POD). At this public meeting, the plan was required the following
conditions in conjunction with the approved site plan: " the applicant has indicated landscaping
will be provided along the northern perimeter of the site per ordinance requirements. The site
plan shows the required landscaping along West 41 st Street to be contained in within the public
right-of-way. This request will require a waiver of the landscape ordinance requirements to be
approved by the City Beautiful Commission."
The applicant is now proposing to delete, in its entirety, the perimeter planting strip along 41s'
Street and to reduce the number of trees and shrubs in the northern planting strip below the
ordinance minimum.
The proposed site plan does not meet the minimum perimeter landscaping requirements
stipulated at the November 10, 2005 public hearing. Therefore, staff recommends denial of this
application.
STAFF RECOMMENDATION:
Staff recommends denial of the application.
If the City Beautiful Commission requires the perimeter planting strip to be planted in the public
right-of-way, then it is the responsibility of the applicant to obtain a Franchise Agreement
through the City of Little Rock's, Public Works Department.
