11:30 a.m. at Curran Hall. Chair Wiedower called the meeting to order.

APPROVAL OF THE FEBRUARY MINUTES:
Motion: Commissioner Young made a motion to accept the minutes as presented.
Second: Commissioner Peek seconded the motion and it passed unanimously.
CBC Case 625, Izard Street & 3rd Street, New Mapco Express
Christy Marvel, city staff, noted the applicant had requested the item be withdrawn without
prejudice.
Motion: Commissioner Warren made a motion to accept the request to withdraw without
prejudice.
Second: Commissioner Loveless seconded the motion and it passed unanimously.
CBC Case 626, Chipotle Restaurant, 100 S. University
OPENING OF PUBLIC HEARING:
CBC Case 626 New Matters-100 S. University Avenue, Chipotle's Restaurant
Staff opened the hearing for the variance request located at 100 S. University Avenue. The
applicant is proposing the demolition of the existing Baker Building. Currently, an approximate
100,000 square foot office building is to be demolished and a new 2,262 square foot restaurant
with a 430 square foot patio to be constructed. Chipotle Mexican Grill Short -form PCD (Z-
7645-A) was approved by the Planning Commission on January 24`h, 2013 and approved at the
City Board on February 19`", 2013; Ordinance number 20,700. This new project will require
extensive site work to create a design that will be pedestrian friendly, ADA accessible, and still
have visibility of the building from the intersection.
The landscape ordinance requires a nine foot (9') wide perimeter landscape strip around the sites
entirety. However, the site has restraints along Loth the southern and western perimeters of the
site. A new McDonald's restaurant has recently been constructed which included a parking and
access agreement along both of these property lines. With the parking and access easement in
place the installation of the green space is not possible.
The applicant is required per the landscape ordinance to install twelve (12) trees and fifty (50)
shrubs within these two perimeter planting strips. The applicant has planted three (3) of the trees
and fifteen (15) of the required shrubs in other locations on the site; leaving nine (9) trees and
thirty-five (35) shrubs. The applicant would like to donate to the City of Little Rock's Tree Fund
for the remainder of the plant material. The tree fund donation would be three (3) estimates
averaged for nine (9), two inch (2") caliper, evergreen trees and thirty-five (35), eighteen inch
(18") in height, evergreen shrubs. The estimate will include all plant material and installation.
City staff is supportive of the requested variance. This site is very small and has numerous
topographic issues and restraints. Staff feels the applicant has worked hard with city staff to
address the landscaping issues and overall the site will be much improved overall.
Staff recommends approval of the requested application.
Chair Wiedower inquired about the western property line location. Mr. Ernie Peters, note the
parking along that side of the property was installed with the recent construction of the
McDonald's next door. The dumpster location is new. New sidewalks along Markham and
University will be constructed. There will be quite a bit of cut and fill on the site.
Commissioner Homeyer inquired about the recycling of the existing structure. Mr. Peters was
unsure of the details but would be surprised if it was not recycled to some extent. Vice -Chair
inquired about the remainder of the required landscaping being simply relocated on the particular
site and noted that being preferred. The applicant noted he would be happy to put as many of the
required trees and shrubs on the site as able.
Discussion commenced on optional locations.
Motion: Commissioner Warren made a motion to approve the requested variance application
with the minimum of fifty percent (50%) of the trees and shrubs required to be planted in other
internal locations and more if possible. The remaining balance of the trees and shrubs quantity
price (material & labor) to be donated to the City of Little Rock Tree Fund per the variance
request application.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.

OLD BUSINESS:
Community Projects -City Hall has blessed the proposed City Hall project. Commissioner
Warren noted she would speak with Phoebe in Parks about moving the Crepe Myrtle Trees.
Commission Homeyer noted the area does have irrigation.
I-630 Trees- The colored copy of the I-630 project may still be with Herb Dicker. Maintenance
and watering of the trees in the interstate seem to be the biggest hurdle to date.

KLRB Chair Wiedower noted they were doing the Hanging Baskets again in Downtown LR.
The citywide clean up is this upcoming weekend. It starts at 8:00 a.m. and the website has all the
locations noted. Commissioner Wally Loveless has agreed to be the KLRB liaison.
Ada t-A-Street Vice -chair will send out an email again confirming the pickup. It would be
great to have a minimum of four (4) people at each pickup.
Communications -no report.
Eye of the Behold Commissioner Young sent out brochure for review, a list of garden centers,
took the form to them for feedback, and is checking on the plastic holders; perhaps, Google will
help in locating. Commissioner Loveless and Commissioner Peek noted they'd joined the Eye of
the Beholder Committee. Chair Wiedower reminded Commissioners to try and turn in at least
three (3) nominations.
Chair Wiedower noted he hadn't had a chance to check on the video with Curran Hall; however,
planned to follow up soon.
