HomeMy WebLinkAboutCBC 2-11-1992The City PedutiU Commission The Little Rock City Beautiful Commission held its regualr meeting on Tuesday, February 11, 1992 at 10:00 a.m. at City Hall in the 2nd Floor Conference Room, Merle Seamon, chairman, presided. Members Present: Joe Franklin Charlene Hardcastle Jo Rancifer Shala Brummett Steve Cato Ross McCain Josephine Graham Also Present: Truman Tolefree, Assist. Director, Parks and Recreation Gayle Owens, Admin. Assist., Parks and Recreation Connie Fugedy, Design Manager, Parks and Recreation Bob Brown, Neighborhoods & Planning Becky Switzer, Sec., Parks and Recreation 1. Roll Call. 6 of 8 members present. 2. Approval of Minutes. Minutes of January meeting approved as mailed. 3. Committee Position Assignments. Merle Sean -on distrubed information with the breakdown of each committee for the 1992 Work Program. The first page of the breakdown showed who would be chairperson of each committee and the commissioners who would be working with that chairperson. The following page indicated the city staff employees that would be on the committees. At this time Joe Franklin came into the meeting. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Second, Merle passed out an outline of what he would like to see happen with each committee. He would like for all of the committees chairperson to complete the selection of committee members within a week following this meeting. He would like for each committee to meet at least once before the next meeting of the full commission. He wanted to talk to each chairperson briefly with him thoughts concerning their committee either after todays meeting or within a week. Let the commission know that he would like to have at least one city staff person assigned to a committee. There is also administrative and clerical support from the parks department. He also pointed out that committees are not authorized to make expenditures, publicly speak for or represent the full commission or otherwise perform the duties of the full commission unless authorized in a vote of the City Beautiful Commission. The third item was a revised list of the 1992 Preliminary Work Program, which he had gone over in the previous meeting in January. Josephine Graham asked how she could find information about the previous Litter Awareness Campaign. Charlene Hardcastle said she would get the information for Ms. Graham. Jo Rancifer asked if the commission was going to key in on the City Beautiful Conference. Merle stated it would be worth looking into and that if Jo would give him a call he would give her the information on dates and speakers. 4. Parks and Recreation Activities. Truman Tolefree, Assist. Director of Parks and Recreation sat in for Bill Bunten, Director, Bill had to attend another meeting. Bill again wanted Truman to express his committment to the City Beautiful Commission and Merle. Truman spoke of the Tree Planting Cermoney that was held over the past weekend. Steve Cato said that he was unaware that this was taking place until he read in the newspaper that the City Beautiful Commission was one of the sponsors of this event. Charlene Hardcastle informed him that Kathy Wells was in charge of this and that it was part of the Urban Forestery Grant. Josephine Graham asked where the trees are planted, Truman told her that the trees are on the 14th, 15th & 16th blocks of Chester Street and also at the Paris Towers. Connie Fugedy also informed the commission that another Urban Forestery Grant is being negotiated to get trees for right-of-ways. 5. Medical Waste Incinerator Ordinance. Charlene Hardcastle gave the commission some background on the ordinance. There are to be two medical waste incinerators built, one on 60th St. and the other on Dixon Road. She would like to see the City Beautiful Commission and the Planning Commission be involved in the long range planning of the city's environmental future. Charlene would like the City Beautiful Commission to send a letter to the City Attorney, Tom Carpenter, complimenting him and his staff on their work of developing a zoning ordinance for hazardous waste and medical waste incinerators but that the City Beautiful Commission would like to be included in development of environmental review ordinances. Ross McCain came into the meeting at this time. Jo Rancifer moved that the City Beautiful Commission write a letter to the City Attorney asking that the Commission be included in development of environmental review ordinances. Shalah Brummett seconded the motion. It was passed with all ayes. 6. Reports of Committees. A. Capitol Avenue. Connie Fugedy meet with the three firms, Garver and Garver, McClellan Engineering and L.A. Design, last week. Negotiations will start today with McClelland and Bob Callans. 7. Treasurer's Report. Ross McCain reported that there is $3700.00 in the City Beautiful checking account. In the Winterfest account there is $1,825.00. In the City Beautiful Special Account there is $6,989.34. Reimbursement checks were made out to Merle to cover lunches with City Beautiful Commissioners and Charlene Hardcastle received a check for film development. The Commission is currently out of stationary and need to reorder. It will go out on bid and be paid for out of the operating account. A dozen green binders have been ordered at a cost of between $144.00 to $150.00. Charlene Hardcastle asked why we needed new binders. Gayle Owens explained that new members who have come on the commission will need a binder. Steve Cato moved that the City Beautiful Commission spend the money to buy binders and sationary Jo Rancifer seconded. Motion carried unanimouly. 8. Miscellaneous Truman Tolefree invited the commission of the pre -opening at the War Memorial Fitness Complex that will be held on February 17. There will be an Open House between the hours of 11:00 a.m. to 2:00 p.m.. Truman explained the special opening fees. Mrs. Graham thinks that the Parks Department needs to make sure that the corner of Van Buren and Markham, by the Tennis Center is cleaned up. Truman asured her we would have someone out there. 9. Adjourned. The meeting adjourned at 11:00 a.m.. The next meeting will be March 10, 1992 at City Hall, 2nd Floor Conference Room.
