HomeMy WebLinkAboutCBC 04-14-1992 (2)The City Beautiful Commission The Little Rock City Beautiful Commission held its regular meeting on Tuesday, April 14, 1992 at City Hall in the 2nd Floor Conference Room. The meeting was called to order at 10:00 A.M., by acting chairman, Steve Cato. Members Present: Steve Cato Ross McCain Joe Franklin Josephine Graham Also Present: Nancy Norton, Administrative Service Manager, Parks and Recreation Connie Fugedy, Design Manager, Parks and Recreation Gayle Owens, Admin. Asst., Parks and Recreation Jim Sick, Maint. and Development Manager, Parks and Recreation Becky Switzer, Secretary, Parks and Recreation Bob Brown, Review Specialist At this time there were not enough members present for a quorum, Steve Cato informed that members present were not able to vote on certain items but would be able to pass information out. Steve Cato asked that we precede on to the first item on the Reports of the Committees. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 1. Reports of Committees A. City Beautiful Kids Jim Sick thanked everyone for their help at the City Beautiful Kids interviews that were held March 14th and March 21st. The applications have been reviewed and ranked. Letters notifying the ones chosen will be going out this week along with letters for the alternates. Jim passed out a schedule of activities that will be taking place this year. There will be a luncheon and a press conference on June 19th, at noon. Ms. Myers has been working on hiring the supervisors. Most of the superintendents will be coming back this year. Seven of the ten supervisors from last year have agreeded to come back. Jim is also working on vehicles, he has contacted the City's Fleet Services Division. When he hears from them he will also contact Ryder Truck about renting additional vehicles. The bids are going out this week for the t-shirts, hats, and bags. Rip Rowan came into Jim's office last Thursday and reported that he has been able to get all of the sponsors except for one. There will be fifteen repeat sponsors and three new ones. Steve Cato asked if we have received any money yet. Jim explained that invoices would be going out this week. The one sponsor that we have not gotten a commitment from is Systematic. Liz Williams came into the meeting at this time. Rip Rowan also informed Steve Cato that he will not be coming back next year to work with the City Beautiful Kids. He has taken another volunteer position. Joe Franklin asked about number of kids interviewed. There were two hundred kids interviewed with one hundred twenty positions available. There are sixty alternate positions. Jim added that with the addition of the Recreation Department and other activities that this year will be a good year for the City Beautiful Kids Program. Jim Sick left the meeting at this time to attend another meeting. Steve Cato introduced the newest member to the Commission, Liz Williams. Liz is a landscape architect and owner of L.A. Design Co. and she is looking forward to working with the Commission. Steve Cato informed the group that the presence of Liz Williams constituted a quorum, therefore, a vote could be taken. He asked that a motion be made to accept the minutes of the last meeting. Ross McCain moved that the minutes from the last meeting be accepted. Joe Franklin seconded. Motion carried. B. Winterfest - Connie Fugedy reported on this since Merle Seamon, who chairs this committee is out of town. Connie reported that basically what the committee is doing is working on getting a substance called glice to be used for ice skating. Liz Williams Liz Williams would like to join this committee. C. Adopt a Block - Merle Seamon also chairs this committee. There is not a report at this time. D. City Beautiful Commission Convention - Jo Rancifer chairman. No report at this meeting. E. Litter Awarnesss - Ross McCain, Chairman. There will be a meeting held this Thursday at 3:30 P.M. in the Parks and Recreation Conference Room. They are still trying to recruit people for this committee. They would like to work on some education programs. They will also be looking into the Keeping America Beautiful Program and trying to get Little Rock to take part in this program along with three other cities in the state. Liz Williams asked to serve on this committee. F. Neighborhoods Ambassador Program - Charlene Hardcastle chairman. No report for this meeting. G. Awards - Shalah Brummett chairman. There was not a report available at this meeting. H. Education - Joe Franklin chairman. He has not had a chance to get this committee together. The purpose of this committee is to get information out to schools and get students involved in government and inform them about the City Beautiful Commission goals. Joe would like to invite each commissioner to speak to a group on the Commission's goals and activities. Ms. Graham believes that the City Beautiful Commission should work toward next year to be able to work with the schools on recycling and said that she has a list of names of groups and people that would be able to help. Joe Franklin stated that he has found that because of the many commissions and boards, not very many people know about the City Beautiful Commission. Nancy Norton, informed the -group that last year the Public Works Department with the city held a Recycling Fair. They will be recruiting groups and people to help out with the fair this year and that City Beautiful may be interested in getting a booth. Liz Williams feels that the City Beautiful Commission needs to have information available as to the final destination of recycled items. The suggestion was made by Bob Brown that maybe Mike Batie, from Public Works could come and speak to the Commission concerning recycling. I. Development of Environmental Ordinances - No report at this meeting. J. Tree Planting - Ross McCain chairman. There is not much activity at this time. Connie Fugedy told the group that Jim Sick is working on a 2 for 1 Program. When a tree is replaced because of storm damage or disease, etc., it would be replaced with two seedlings. Ms. Graham asked about maintenance of trees. Trees from the 2 for 1 Program will be placed in city parks and maintained by Park and Recreation crews. A plan is being worked up on how to maintain the Urban Forestry Grant trees. K. Fund Raising - No report at this meeting. Merle Seamon chairman. L. Traffic Island - Connie Fugedy reported that when Merle returns there will be a tour planned to show the location of these traffic islands. M. Capitol Avenue - Ross McCain chairman. A meeting was held with the selected design team and a contract signed which is pending Board approval. There will be long range meetings and a advisory committee formed. N. Public Relations - Shalah Brummett chairperson. Nothing to report at this meeting. Ms. Graham is also on this committee and would like for this committee to interact with other City Beautiful Commission committees. 0. Bylaws and Procedures - Joe Franklin had spoken to Merle Seamon about a need to modify the current bylaws. P. Long Range Planning - Steve Cato suggested the Commission concentrate its efforts on the top five committees for this year. 2. Parks and Recreation Activities Connie Fugedy reported that the grand opening for the War Memorial Fitness Center will be held at noon tomorrow, April 15. The Allsopp Promenade Dedication Ceremony will be April 23. The Allsopp Spring Festival will be held April 25th at Allsopp Park. Connie will be glad to provide the Commission with any information on these events and would like to invite everyone to join the Parks and Recreation at these activities. 3. Treasurer's Report -Ross McCain passed out to everyone a copy of the City Beautiful Commission Treasurer's report. He asked that a copy be sent out with the minutes. Ross will be working on setting up a different account possibly at another bank for the Winterfest account. The bank is charging a very large service charge so the City Beautiful Commission is losing money. 4. Miscellaneous Joe Franklin inquired about a project the Rotary Club had asked about in reference to erecting a sign at the entrance of Little Rock. Ross McCain stated he was he was vaguely familiar with this project. His understanding is that the delay is with the State Highway Department. There are still decisions to be made on the size and location of the sign. 5. Adjournment A motion was made by Joe Franklin to adjourn and seconded by Ross McCain.
