The City Beautiful Commission held a special called meeting
on Thursday, November 21, 1991 at 9:30 a.m. in the Second
Floor Conference Room at City Hall to consider nominations
for the 1991 City Beautiful Awards. Chairman Joe Franklin
presided.
Members Present: Joe Franklin Steve Cato
Ross McCain Merle Seamon

Also Present: Connie Fugedy, Design Mgr. Parks & Rec.
Gayle Owens, Admin. Asst., Parks & Rec.
Bill Bunten, Director, Parks & Rec.
Joe Franklin asked the City Beautiful Awards Nomination
Committee if they were ready to report. Charlene Hardcastle
submitted a list of nominations for consideration. (See
Attached). A discussion followed. Several of the nominees
were deleted and one (Walter C. "Rip" Rowan) was added.
The following were selected as 1991 City Beautiful Award
recipients.

Charlene Hardcastle suggested that those residential nominees
which were not selected as award recipients be given a
Certificate of Merit. The members of the Commission agreed.

Charlene asked Joe Franklin, if the nominating committee
could notify the winners. Joe agreed that the members of the
nominating committee should make the notification.
Joe Franklin appointed Shalah Brummett, Steve Cato, and Merle
Seamon to serve on the program committee.
The meeting adjourned at 10:30 a.m.

MEETING NOTICE
The Little Rock City Beautiful Commission will hold its
regular meeting at 10:00 a.m., Tuesday, November 12, 1991 in
Room 1-D of the University Conference Center.

The. -Little Rock City Beautiful Commission held its regular
meeting on Tuesday, October 8, 1991 at 10:00 a.m. in the
University Conference Center Room 1-D. Joe Franklin,
chairman, presided.

1. Roll Call. 6 of 9 members present.
2. Approval of Minutes. Minutes of September meeting
approved as mailed.
3. Reports of Committees:
A. Little Rock 2000. Steve Cato reported today is the
election: for the Little Rock 2000 vote. Steve
remined everyone to be sure and vote.
B. Capitol Avenue. Ross McCain said that RFP's would
soon be ready to distribute. The review committee
will consist of two city staff members and two
members of the Commission. Joe Franklin asked if
there were members interested in serving on this
committee. Ross McCain and Steve Cato volunteered
with the consent of the coitmission. Joe stated that
with no eabjections Ross McCain and Steve Cato were
appointed to the RFP Review Committee.

Bill Bunten, Director of Parks and Recreation, told
members that he had presented the drawings on the
Capitol Avenue Project to the Little Rock Board of
Directors and the Board concurred with the
Commission's direction. RFP's will be put together
by the next meeting.
C powntown Streetscape Plan. Merle Seamon said he had
been in contact with the Highway Department regarding
an Adopt -A -Block program. A proposal will be brought
to the next meeting.
Merle said he had met with Don McChesney on the Land-
scape Ordinance, hopefully the guidelines will be
ready for the next meeting.
D. Litter Awareness. No Report.
4. Landscape Award Nominations. Connie Fugedy said she had
been asked by Charlene Hardcastle to help make the
program a nice year end ceremony. A list of categories
were submitted to the Commission for discussion. Steve
Cato moved that the list should be used as a guideline
in selections and as categories for awards. The motion
was seconded and the vote was unanimous.
Joe Franklin appointed Charlene Hardcastle, Shalah
Brummet and Jo Rancifer as the City Beautiful Awards
Committee.
5. WinterFest. Jim vonTungeln suggested that the City
Beautiful Commission continue with its sponsorship
WinterFest. Members of the Commission agreed that
WinterFest should remain under the City Beautiful
Commission's umbrella for the remainder of this year.

6. Miscellaneous.
A. Joe asked Gayle about Commission's sponsorship o
the talent show at the Recycling Fair. Gayle said
the talent show was cancelled, therefore the
sponsorship was not needed.
7. Adjournment. 11:30 a.m.
