Police and fire protection, and adequate system of streets and roads, a well planned system of city parks and recreational programs, opportunities to express oneself through the arts and humanities, and a good library system so that citizens can continue the lifelong quest for knowledge and understanding. The City of Little Rock has always been able to boast about the excellent quality of life that these and other services are able to provide. This quality of life is, and always will be, a joint effort between the city government and the people governed. "Little Rock 2000" has given us an opportunity to evaluate where we are as a city and toset priorities and goals for the beginning of the next century. The debate stimulated by the announcement of this project has brought to the public's attention important issues that need the light of public debate and discussion. In a free society there will always be differences of opinion. It is through recognizing these differences that we are able to continue and even improve our quality of life and opportunities that we enjoy. To communicate our support for the ideals expressed in the recent debate on the issues raised in "Little Rock 2000", the members of the City Beautiful Commission, at its regular meeting on August 13, 1991, voted their support for the one-half of one percent increase in the sales and use tax for general operation of the city, the one-half of one percent 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Mayor Sharon Priest Page 2 increase in sales and use tax to finance the issuance of bonds for capital improvement items, and the concept of the capital improvement items that are listed on the ballot of the special election to be held on October 8, 1991. It is only through bold planning and visionary thinking that we will be able to protect our city and perpetuate it for the citizens of the future.
