HomeMy WebLinkAboutCBC 06-02-2005LITTLE ROCK CITY BEAUTIFUL C0MMIss10N The City Beautiful Commission held its regular meeting Thursday, June 2°a 2005, at 11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Tim Heiple called the meeting to order. MEMBERS PRESENT: Tim Heiple Troy Laha Ann Ivey Karol Zoeller John Beneke Cita Cobb Lynn Warren Jan Baker ALSO PRESENT: Bob Brown, Plans Development Administrator, Department of Planning & Development, City of Little Rock Christy Marvel, Landscape Specialist, Department of Planning & Development, City of Little Rock V. Dexter Doyne, Applicant for College Station Wash & Shine Center at 4022 Frazier Pike OPEN PUBLIC MEETING: ITEM NO.1 C.B.C. 586-New Matters -College Station Wash & Shine Center Bob Brown began the meeting regarding the landscape variance request located at 4022 Frazier Pike. Currently, the site is vacant. The applicant is proposing the construction of a new combination three bay carwash and coin laundry center. This area was hit by a tornado a few years ago and has been slow to develop due to the lack of sewer service. Since that time, the area has been provided with sewer service by the City of Little Rock. The applicant has indicated a right-of-way dedication of 20 feet along Frazier Pike and 12 feet along College Street. A five year deferral of required street improvements is being requested of the applicant at the May 26, 2005 Planning Commission hearing. As of this writing, staff has received one phone call from an area resident and it was only for information. The plan submitted provides for a 2-foot wide on -site landscape buffer along College Street instead of the minimum 6-feet 9-inch wide on -site street landscape buffer required by both zoning and landscape ordinances. The Planning Commission approved the variance on their May 26�2005 hearing, pending approval from the City Beautiful Commission. All in attendance agreed that it will be a great enhancement to the area. Motion: Troy Laha made a motion to approve the variance as submitted. Second: John Beneke seconded the motion and.it passed with unanimously. CLOSE PUBLIC MEETING: APPROVAL OF THE MINUTES: Motion: Cita Cobb moved to approve the minutes from the May 5th, meeting as submitted. Second: Troy Laha seconded the motion and it passed unanimously. TREASURER'S REPORT: Ann Ivey reported the following: Little Rock City Beautiful Commission Treasurer's Report 06-02-2005 Beginning Balance as of May 5, 2005 $2,715.12 Credits Interest on Account .46 Total credits $.46 $2,715.58 Debits U.S. Post Office -stamps $ 22.00 Discount Trophies -Spring Community Awards $156.90 Total debits $179.10 $2,536.48 Ending Balance as of June 2, 2005 $2,536.48 Any/all requests for reinbursements for the CBC to include the original receipt and two xeroxed copies. OLD BUSINESS: Land Alteration Ordinance Committee Update Bob Brown was in attendance at a departmental meeting regarding the proposed changes and discussion regarding the Land Alteration Ordinance. A substantial amount of the comments from the City Beautiful Commission were adopted into the rough draft for review. The Board of Directors will have the final vote on the changes. The CBC is encourard to attend the upcoming City of Little Rock Planning Commission meeting on June the 9" to discuss these changes/comments on the ordinance. Dottie Funk requests the CBC re -review the section 187 (e)(3.) regarding the maximum amount of cut for a variance. It was discussed; however, it is difficult to attach a maximum and thus no motion was made. KLRB Luncheon/contacts Arrive promptly at 11:45 a.m. tomorrow. Cita will bring flowers for the tables. All CBC members please attend. Karol Zoeller intends on continuing with the steering committee for the Keep Arkansas Beautiful. In doing so, she will report back to the CBC regarding the progress of this newly formed committee. NEW BUSINESS: Landsca e Awards 2005 Staff presented to new 2005 landscape brochure to be produced. Currently, we are awaiting confirmation of continual support from Chenal Properties, in that, their logo is currently shown on the proposed document. Lynn passed out data regarding tentative deadlines and duties for CBC and city staff: Currently, the city tour date is tentatively set for September the 23rd. The award ceremony is tentatively set for Tuesday, October the I S"'. Nominations are now being accepted. CBC members be sure to contact your appointed Board Member for a tour of their areas of oversight. Doyne Family Limited Partnership, Owners 4022 Frazier Pike Lots 1, 2, 3 and 4, Block 2, Motley Heights Addition located at the southwest corner of Frazier Pike and College Street. 1. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street. This strip shall be at least nine (9) feet wide. 2. The city official may grant not more than a twenty-five (25) percent reduction of these provisions for developments within mature areas. VARIANCE REQUESTED: 1. The City Beautiful Commission will be informed of the Planning Commission's action on this site. STAFF RECOMMENDATION: Staff is supportive of the applicant's request.
