3 A RESOLUTION TO MAKE APPOINTMENTS AND RE-
4 APPOINTMENTS TO VARIOUS CITY OF LITTLE ROCK BOARDS
5 AND COMMISSIONS; AND FOR OTHER PURPOSES.

7 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
8 OF LITTLE ROCK,ARKANSAS:
9 Section l: The following named persons are hereby appointed, or reappointed as a member of the
10 respective Board or Commission:
11 ANIMAL SERVICES ADVISORY BOARD:
12 Jackie Fowler, appointed to serve her first three (3)-year Ward 6 Representative term, said term to
13 expire on November 11, 2025.
14 Megan Heard, appointed to serve her first three (3)-year Ward 4 Representative term, said term to
15 expire on November 11,2025.
16 CITY BEAUTIFUL COMMISSION:
17 Steve Homeyer, appointed to fill the unexpired term of Kimberly Glover, said term to expire on
18 October 19,2024.
19 Michael Meziere, appointed to serve his first three (3)-year At-Large term, said term to expire on
20 October 19, 2025.
21 HISTORIC DISTRICT COMMISSION:
22 Amber Haugen, appointed to serve her first three (3)-year Quapaw Quarter Association
23 Representative term, said term to expire on June 15, 2025.
24 LITTLE ROCK PARKS AND RECREATION COMMISSION:
25 James T. Ferstl, appointed to fill the unexpired term of Alexandria Washington, said term to expire
26 on January 31, 2024.
27 LITTLE ROCK WATER RECLAMATION COMMISSION:
28 Chris March, reappointed to serve his second five (5)-year term, said term to expire on August 1,
29 2027.
30 LITTLE ROCK ZOO BOARD OF GOVERNORS:
31 Ginny Blankenship, appointed to serve her first three (3)-year term, said term to expire on February
32 16, 2025.
33 MACARTHUR MILITARY HISTORY MUSEUM COMMISSION:
34 James Leech, appointed to serve his first three (3)-year term, said term to expire on February 21,
35 2025.

2 Rhonda Stewart,appointed to serve her first three(3)-year term, said term to expire on June 1, 2025.
3 RACIAL AND CULTURAL DIVERSITY COMMISSION:
4 Ross Owyoung, appointed to fill the unexpired term of Christopher Harvey, said term to expire on
5 March 31, 2024.
6 RIVER MARKET DESIGN REVIEW COMMITTEE:
7 Lance Ivy, reappointed to serve his second (3)-year Property Owner Representative term, said term
8 to expire on August 16,2025.
9 James Sullivan,reappointed to serve his second three(3)-year Design Professional term, said term to
10 expire on August 16,2025.
11 ROCK REGION METROPOLITAN TRANSIT AUTHORITY BOARD OF DIRECTORS:
12 Michael D. Mason, appointed to serve his second four (4)-year term, said term to expire on August
13 26, 2026.
14 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
16 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
18 resolution.
19 Section 3. Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
20 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
