3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 22,079 (DECEMBER 21, 2021), TO ADJUST THE FISCAL YEAR 2022
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET
7 FUND, VEHICLE STORAGE FUND, WASTE DISPOSAL FUND AND
8 PARKING GARAGE FUND; TO DECLARE AN EMERGENCY; AND FOR
9 OTHER PURPOSES.

11 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little
12 Rock,Ark.,Ordinance No. 22,079(December 21, 2021);and,
13 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
14 Fund, Street Fund,Fleet Fund,Vehicle Storage Fund,Waste Disposal Fund and Parking Garage Fund,and
15 where necessary to authorize the increase or decrease in the Fiscal Year 2022 line items for these and other
16 matters; and,
17 WHEREAS,such adjustments were made in Little Rock,Ark.,Ordinance No. 22,131 (May 17,2022)
18 to reflect expenditure adjustments for the General Fund, Street Fund and Waste Disposal Fund; and,
19 WHEREAS, the Mayor, City Manager and the Chief Financial Officer, in compliance with City
20 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the
21 Board of Directors for approval.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.22,079(December 21,2021),
25 as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022) is hereby amended to reflect an
26 increase in the General Fund Operating Resources amount of Twelve Million, Four Hundred Thirty-Two
27 Thousand, Three Hundred Seven Dollars ($12,432,307.00) to Two Hundred Thirty-Four Million, Five
28 Hundred Ninety-Eight Thousand, Four Hundred Seventy-One Dollars ($234,598,471.00), and to increase
29 the operating budgets for General Fund Departments by Eighteen Million, Eight Hundred Twenty-Seven
30 Thousand, One Hundred Ninety-Six Dollars ($18,827,196.00) to Two Hundred Forty-One Million, One
31 Hundred Thirteen Thousand, Eight Hundred and Thirty Dollars($241,113,830.00).
32 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 22,079(December 21, 2021),
33 as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022) is hereby amended to reflect an
34 increase in Street Fund Operating Resources of Six Hundred Twenty-Eight Thousand, Two Hundred

1 Dollars ($628,200.00) to Twenty-Four Million, Two Hundred Fifty-Five Thousand, Four Hundred Sixty
2 Dollars($24,255,460.00),and to reflect an increase for Street Fund Departments of Five Hundred Seventy-
3 Five Thousand, Four Hundred Two Dollars ($575,402.00) to Twenty-Three Million, Eight Hundred
4 Thirteen Thousand,One Hundred Four Dollars($23,813,104.00).
5 Section 3. Fleet Fund Section 5 of Little Rock, Ark., Ordinance No. 22,079 (December 21, 2021),
6 is hereby amended so the Fleet Fund Operating Resources amount will increase by One Million, Thirty
7 Thousand Dollars($1,030,000.00)to Fifteen Million,Nine Hundred Fifty Thousand,Eighty-Seven Dollars
8 ($15,950,087.00), and to reflect an increase for Fleet Fund Departments of One Million, Thirty Thousand
9 Dollars ($1,030,000.00) to Fifteen Million, Nine Hundred Fifty Thousand, Eighty-Seven Dollars
10 ($15,950,087.00).
11 Section 4. Vehicle Storage Fund. Section 5 of Little Rock, Ark., Ordinance No. 22,079 (December
12 21, 2021), is hereby amended to reflect an increase in the Vehicle Storage Fund Operating Resources of
13 One Hundred Ninety Thousand Dollars($190,000.00)to Two Million,Eighty-Six Thousand,One Hundred
14 Fifty Dollars($2,086,150.00),and to reflect an increase for Vehicle Storage Operations of One Thousand,
15 Three Hundred Ninety-Four Dollars($1,394.00)to One Million, Seven Hundred Eighty-Seven Thousand,
16 Nine Hundred Forty-Four Dollars(1,787,944.00).
17 Section 5. Waste Disposal Fund Section 5 of Little Rock, Ark., Ordinance No. 22,079 (December
18 21, 2021), as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022) is hereby amended to
19 reflect an increase in the Waste Disposal Fund Operating Resources of One Million,Two Hundred Seventy-
20 Eight Thousand,One Hundred Dollars($1,278,100.00)to Twenty-Five Million,Fifty-Five Thousand,Two
21 Hundred Dollars($25,055,200.00),and to reflect an increase for Waste Disposal Fund Departments of Two
22 Hundred Eighty-Six Thousand Dollars ($286,000.00) to Twenty-Four Million, One Hundred Eleven
23 Thousand,Ninety Dollars($24,111,090.00)
24 Section 6. Parking Garages Fund Section 5 of Little Rock,Ark., Ordinance No. 22,079(December
25 21, 2021), is hereby amended to reflect a decrease in the Parking Garages Fund Operating Resources of
26 One Hundred Fifty-Six Thousand Dollars ($156,000.00) to Two Million, Three Hundred Seventy
27 Thousand, Nine Hundred Thirty-Two Dollars ($2,370,932.00), and to reflect a decrease in the Parking
28 Garages Fund Operations of One Hundred Fifty-Six Thousand Dollars($156,000.00)to One Million, Six
29 Hundred Twenty-Seven Thousand, Fifty-Four Dollars($1,627,054.00).
30 Section 7. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 22,079
31 (December 21, 2021), is hereby amended to reflect an increase in contributions to Outside Agencies of
32 Forty-Seven Thousand, Five Hundred Dollars ($47,500.00) to Fourteen Million, Four Hundred Ninety-
33 Seven Thousand,Nine Hundred Eighty-Six Dollars($14,497,986.00). The amended contracts included in
34 the operating uses in Section 5 include the following amounts for entities with which the City contracts for
35 public services, or in which the City has an ownership interest as follows:

13 Section 8. Records. The Chief Financial Officer is directed to maintain appropriate records which
14 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
15 provided to the Board of Directors on September 13,2022, and October 3,2022.
16 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
17 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
19 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
20 ordinance.
21 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
22 ordinance are hereby repealed to the extent of such inconsistency.
23 Section 11. Emergency Clause. The City's ability to properly maintain its budgets and to account for
24 its funds is essential to maintain the public health,safety, and welfare;an emergency is, therefore, declared
25 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
