The City Beautiful Commission held its regular meeting on
Tuesday, June 8, 1993 in the City Board Conference Room,
2nd Floor of City Hall. The Commission met at 9:30 a.m. for
a pre -agenda meeting to discuss a variance request. The
meeting was called to order for public hearing at 10:00 a.m.
by Chairman Merle Seamon.

1. Roll Call. Six members present.
2. Pre -agenda Meeting.
Item No. 1 - CBC 547 - Michael Woods, Alamo Rent-A-Car
Variance Requested:
A. Deletion of most of the interior landscaping area
and the associated trees required. The location of
of the site is 3721 E. Roosevelt Road.
Bob Brown presented the case with staff recommendation
as follows:
A. Since the parking lot will not be used by the
general public and the applicant has agreed to
make up the difference in an area not required by
ordinance but more visible from the freeway along
the southern perimeter, staff recommends approval
of this request.
Liz Williams Eldridge came into meeting at this time. Seven
commission members present.
Josephine Graham asked Mike Woods if Alamo Rent-A-Car
is going to maintain and water the trees once they are
put into place at the site. Mr. Woods stated that they
would be maintained by Alamo.
Steve Cato stated that he is pleased that Alamo Rent-
A-Car is willing to do more landscaping then is needed
at the site. Steve also asked if building line
landscaping is required and Bob Brown stated that it is
required. Steve Cato asked what kind of paving is
being used for the parking lot and Mike Woods stated
asphalt.
The Public Hearing was called to order at 10:00 a.m. by
Chairman Merle Seamon.
Jim Goodhart made the motion to accept the variance request
as indicated on their blueprint. Ross McCain seconded the
motion. All commissioners were in favor.

3. Approval of Minutes. Ross McCain moved to accept
minutes of last months meeting. Liz Williams Eldridge
seconded. All were in favor.
At this time Steve Cato introduced the newest member of the
City Beautiful Commission, Joe Robbins. Mr. Robbins
works for Zales at McCain Mall. He has always had an
interest in the city. With the addition of the newest
member all the commissioner positions have been filled.
Jo Rancifer came in at this time Nine commissioners
present at this time.
The retreat scheduled for June 9th has been cancelled. Most
of the commissioners agreed that they could meet on July
29th at Allsopp Park at 4pm.
4. Reports of Committees.
A. City Beautiful Kids - Jim Sick informed the
commissioners that the Private Industry Council
changed the application process for programs this
year. You could not go before the Private
Industry Council and tell them about the different
programs that are needed. This year only two
programs were funded, City Beautiful Kids and
the lifeguards for Gilliam Pool. Jim was informed
that this year he has $80,000 to operate the
program as compared to $122,000 last year. He has
been told by JTPA and the Private Industry Council
that more money may be made available for the
program, but they do not know when it will be
released. Jim has to make the decison about
whether to cut down on team size or supervisors.
Jim and Truman met with Charles Mobley, JTPA,
and decided to go with the original 20 teams and
cut back on number of kids. Last year there were
about 120 kids and this year they have been cut
to 63. If more money becomes available more kids
will be added to the program. The program starts
June 14th. Everything will be the same, just
fewer kids.

B. Winterfest - Nothing new at this time.
C. Awards - Liz Williams Eldridge stated that she
was disappointed in the awards program this year
due to the lack of interest from the
community. She put up posters at different
nurseries around town and the program was
mentioned on radio and T.V. Also, there was a
booth set up at Park Plaza with applications
available. However, only five applications were
turned in. Neighborhood Associations were also
contacted. Liz asked for suggestions on how to
get more information out to the public. Merle
Seamon made three suggestions: lj Get
sponsorship money for the winners. 2) give more
recognition to the winners or 3) drop the awards
program.
Jim Sick suggested that applications be
distributed during the Flower and Garden
Show in February.
Steve Cato stated that he believed it was
a good idea to involve the nurseries and
asked that next year we include the Continuing
Excellence Award.
Mark Webre suggested having the contest
information on television as a community
service announcement. Truman Tolefree stated
that the public service announcement could
be run on the City Access Channel.
Ross McCain asked that we try and get the local
newspaper to print the names of the winners.
Bob Brown asked that the commission keep the
Commercial Category. Jim Goodhart asked that
the commission give Bob Brown applications for
the awards to be given for people to submit
commercial applications to him. They would also
need to submit a design of the project.
Other suggestions will be discussed at the retreat
in July.

D. Litter Awareness Campaign - Ross McCain liked the
idea of using the Litter Awareness Campaign to
kick off the Adopt a Park Program. He would like
to talk more about places, times and media
coverage at the retreat.
E. Adopt A Park - Jim Goodhart would like to
incorporate the use of the City Beautiful Kids,
City Board of Directors, Parks and Recreation and
members of the City Beautiful Commission to help
kick off this program. He would like to tie in
the two programs, Adopt A Park and Litter
Awareness by having both covered by the press.
Truman Tolefree asked that Jim Goodhart and Joyce
Raynor come to Parks and Recreation to discuss
the Adopt A Park program with some of the Parks
and Recreation personnel.
Jim Goodhart passed out information on the Adopt
A Park Program. The commissioners also received
a draft of the resolution and the agreement for
this program.
Jim stated that there is still work to be done on
this project but he would like to set a date for
the Adopt -A -Park kick off at the next meeting and
have some guidelines available for the program.
Merle Seamon suggested that some of the larger
parks will need to be divided. Merle also
suggested that Jim Goodhart try and get an
estimated cost of this program.
F. Long Range Planning - nothing new this time.
5. Parks and Recreation Activities - Truman Tolefree
Truman had to leave for another meeting.

6. Miscellaneous - Mark Webre passed out information that
he was asked to provide on park entrances. The Osbourne
family is donating the money to be used in the
construction of the entrances.
The commission is looking for a park to erect an
entrance way with possibly money to be provided by the
Osbourne family. Mark suggested using Allsopp Park or
Murray Park for the northern location, Boyle Park or
University Park for the central location and Morehart
Park for the southern location. There are only five
thousand dollars for use in this project. Liz Williams
Eldridge suggested the commission choose a high traffic
park. Richard Wood stated that a traffic count could be
made available from Traffic Engineering and that the
make their decision after they receive this information.
Merle Seamon feels the commission should give the
Osbournes a couple of recommendations along with the
commissions recommendation. He feels they will
go along with the commission.
The meeting adjourned at 11:30 a.m. with a motion being made
by Ross McCain and seconded by Jo Rancifer. All
commissioners voted in favor of adjournment.

ORDINANCE REQUIREMENT:
1. Interior landscape plantings shall comprise at least
six (6) percent of any vehicular use area containing
more than fifteen (15) parking spaces.
2. Trees shall be included in the interior landscaping areas
at the rate of one (1) tree for every fifteen (15) parking
spaces.
VARIANCE REQUESTED:
Deletion of most of the interior landscaping area and the
associated trees required.
FINDINGS:
Alamo Rent-A-Car is located in an industrial area. This site
does not have an adjacent street frontage. The majority of the
parking lot in question will be used as a holding area for cars
to be serviced and rented by clients using the airlines. Clients
will pick up and return the cars at a designated area near the
airport.
STAFF RECOMMENDATION:
Since the parking lot will not be used by the general public and
the applicant has agreed to make up the difference in an area not
required by ordinance but more visible from the freeway along the
southern perimeter, staff recommends approval of this request.

Dear Mr. Brown:
Please accept this letter as a request for a variance per Zoning
Section 36.515 and 15-88. Enclosed are five sets of signed and
sealed drawings L1A to replace the previously submitted landscape
plan L-1 for your review and approval along with the City Beautiful
Commission.
The owner has requested us to seek relief for Section 15-134
Interior Landscaping Part (a) which states:
"Interior landscape plantings shall
comprise at least six (6) percent of any
vehicular use area containing more than
fifteen (15) parking spaces."
This requirement severely inhibits the storage of cars and operation
of business within the facility. The rental facility will be
storing approximately eighty (80) cars on site with provision made
for nine (9) employee stalls. The majority of the interior space is
used for stacking cars to be served and stacking cars ready for
customer use. The ready cars are then driven to designated parking
stalls off site closer to the airport facility for the convenience
of the potential customer. This facility is not open to the
public. I would also like to add that this site is remote, and in
relative close proximity to other airport rental car facilities
which operate in the same manner. We believe that the intent of the
landscaping' and tree protection ordinance is to provide interior
landscaping for areas with a more traditional public parking
arrangement. Therefore, we believe that imposing this ordinance
would subject the owner to economic hardship by reducing his
interior area to store and operate his facility.

In lieu of providing the 67k interior landscaping, we have proposed
additional landscaping at an island created at the north east corner
of the property entrance, building landscaping, and perimeter
landscaping at the southern end of the developed property. The
square footage of this additional landscaping equals the 6% interior
requirement. The quantities and type of trees have been considered
along with this proposed trade off.
For the above stated reasons, we are seeking relief from the
requirements of Section 36.515, Part (a). It is our opinion we have
proposed a viable trade off which meets the intent of the code for
this site.
