HomeMy WebLinkAboutCBC 10-12-1993The City Redutiful Commission On Oct. 12, 1993, the City Beautiful Commission held a Long Range Planning meeting instead of their regular monthly meeting. This meeting was held at the University Park Adult Center at 10:00 A.M.. The meeting was called to order by Chairman Merle Seamon. Members Present: Merle Seamon Steve Cato Liz Williams Also Present: Jim Goodhart Jospehine Graham Joyce Raynor Bob Brown, Plans Review Specialist, Neighborhoods and Planning Karen Reilly, Parks and Recreation A lengthy discussion was held regarding the Adopt -A -Park program. Jim Goodhart and the Commission is concerned that they receive recognition for involvement in the program. They would like to be included on the signage in each individual location. The liability and insurance issues that could arise from a "co-sponsorship" situation was discussed at length. Karen Reilly told the Commission that the Parks Department would be addressing these issues with Steve Giles, of the City Attorney's office, and that the Parks Department would defer to his recommendation. A new subcommittee was requested by Merle Seamon to review the City Attorney's opinion on the sponsorship for the program, the contract and release forms. The subcommittee as appointed consists of, Jim Goodhart, Joyce Raynor and Liz Williams. Karen Reilly would like to meet with this subcommittee during the week of October 18. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Minutes Oct. 12, 1993 Meeting Page 2 The Commission would like to see the Adopt -A -Park signs at their next meeting, prior to them being installed in the five locations that the Parks Department is now working on. The Commission would like to go ahead with their winter festival, however they voted to cease Winterfest with it's current format. The plans for this year include a boat parade and park lighting with the possibility of a connection with the NINA; Karen Reilly will talk to NINA management. A committee was formed to work on other parts of Winterfest. Parks and Recreation would like to work on a joint project with the Arts and Humanities Commission. Karen Reilly and Josephine Graham have agreed to work together to include the Commission. The City Beautiful Commission would like to be placed on the agenda of the City Board meeting for May 23, 1994 to announce awards given by the Commission. The Commission has requested that Mark Webre attend the next City Beautiful Commission meeting to review progress and present any additional drawings on the Capitol Avenue Project. A committee was formed to nominate officers for the upcoming year to be appointed. Jim Goodhart requested a copy of the Parks and Recreation preliminary budget that was supplied to the Board of Directors to ensure that funds were requested for the City Beautiful Projects. He referred to the City Beautiful Commission By -Laws, as the basis for his request. Some of the projects he would like to see included in our budget are Keep America Beautiful Program, Adopt -A -Park matching funds, pilot programs in education, and Neighborhood Block parties. Karen Reilly informed Jim tht it is most likely too late to have these included in the budget but that she would check on it.
