The City Beautiful Commission held its regular meeting on
Tuesday, August 10, 1993 in the City Board Conference Room,
2nd Floor of City Hall. The meeting was called to order by
Steve Cato, acting chairman at 10:00 a.m..

Bob Brown, Plans Review Specialist, Neighborhoods and
Planning
1. Roll Call. Five members present.
2. Approval of Minutes. Bob Brown asked that on
page three, fourth sentence that the word "or"
should be changed to "and". Jo Rancifer made the
motion to accept the July minutes with the changes
made. Joyce Raynor seconded. All voted in favor.

3. Reports of Committees.
A. City Beautiful Kids - Steve Cato reported that the
recognition banquet was held last week for!the
City Beautiful Kids. Allie Freeman was the
motivational speaker. City Beautiful
Commissioners that attended were Steve Cato,
Joe Robbins and Josephine Graham. The banquet
was a great success and the kids were very well
behaved. The Camelot Hotel donated the banquet
room and food.
Nancy Norton stated that after the banquet, she,
Parks employees took the centerpiece and plaque to
Rip Rowan. The plaque was for Mr. Rowans many
years of hard work and devotion to the City
Beautiful Kids program. Mr. Rowan was unable to
attend the banquet and was very touched that the
group took the time to bring him the plaque and
centerpiece.
Joe Robbins stated that the kids at the banquet
seemed very proud of the work that they had done
over the summer.
Nancy Norton informed the commissioners that
the mural painted by the City Beautiful Kids
had received a positive response from the
community and there had been additional requests
to do the same thing in other neighborhoods.
Nancy Norton also stated that the higher adult to
kid ratio seemed to be successful since almost
the same amount of trash was picked up with fewer
kids. The higher ratio kept the kids motivated
and working harder.
B. Winterfest - nothing to report at this time.
C. Lighting - nothing to report.
D. Awards - no report.
E. Litter Awareness Campaign - no report.
F. Adopt A Park - no report.

G. Long Range Planning - Joe Robbins asked about the
retreat that was scheduled to be held at the end
of June. Wires got crossed and everyone showed up
at different times and missed one another.
4. Parks and Recreation Activities. Nancy Norton;
reported on behalf of the Parks Department. Nancy
informed the commissioners about the Rhythm on the
Rivers Festival and passed out brochures that explained
all of the activities that will be taking place this
weekend at Riverfront Park. The headliners were
also discussed. She feels the event is well organized
and everyone should enjoy it.
Also the "Dinos Alive" display will be opening at
the Little Rock Zoo next weekend, August 22nd. The
tent decor is designed to look like when the
dinosaurs roamed the earth millions of years ago.
There is a gift shop sponsored by the Friends of the Zoo
that will be selling dinosaurs items. The Friends of
the Zoo have put up funds for the display and the
money
generated will go back into improvements for the
Zoo.
The outdoor pool at the War Memorial Fitness Center
is close to being approved by the Health Department.
It should be opening soon.
At the last meeting an update on Capitol Avenue was
requested. Mark Webre visited with the consultants on
the Capitol Avenue project and they looked at what it
would take for the in-�,�lation of the streetscape on the
end of Capitol Avenue where the post office is being
built. By starting on this end of Capitol Avenue
a lot of money can be saved by working in conjunction
with the construction of the post office. The new post
office will be finished in the fall of 1994.
Liz Williams Eldridge came into the meeting at this.
The construction will be the two blocks of Ferry to
Commerce Streets. The starting time for design of
streetscape will be January 15th. Once the post
office is finished there will be a grand opening of
the post office and the beginning of Capitol Avenue.

Mark Webre reported that the Southwest Little Rock
Complex is on track. The police precinct should be
open in October and the Recreation Center should be
completed in December. The Board of Directors still
needs to approve money to purchase furniture for the
recreation complex. The complex is located on Baseline
Road next to St. Theresa Church.
4. Miscellaneous. Joesphine Graham stated that she feels
the City Beautiful Commission should be concerned
about the new trash pickup schedule. She feels like
it should be picked up more than once a week.
Liz Williams Eldridge suggested that Mrs. Graham should
attend a City Board Meeting and voice her opinion.
Liz also suggested that long range planning be
discussed instead of a regular City Beautiful
Commission Meeting one month. Steve Cato
recommended that the commission wait until Merle Seamon
returns and suggest this to him.
5. Adjournment. Joesphine Graham made a motion to
adjourn. Joe Robbins seconded the motion. All
members were in favor.
