HomeMy WebLinkAboutCBC 04-13-1993The City Pec-viU Commission The City of Little Rock City Beautiful Commission held its regular meeting on Tuesday, April 13, 1993 at City Hall in the 2nd Floor Conference Room. The meeting was called to order at 10:00 A.M., by Chairman Merle Seamon. Members Present: Merle Seamon Steve Cato Jim Goodhart Also Present: Josephine Graham Jo Rancifer Joyce Raynor Nancy Norton, Administrative Service Mgr., Parks and Recreation Phoebe Stephens, Horticulturist, Parks and Recreation Becky Switzer, Executive Secretary, Parks and Recreation Bob Brown, Plans Review Specialist, Neighborhoods and Planning Richard Wood, Zoning & subdivision Mgr., Neighborhoods and Planning 1. Roll Call. Six of seven members present. 2. Approval of Minutes. Steve Cato made a motion to accept the minutes from the March meeting. Jo Rancifer seconded. All ayes. 3. Reports of Committees. Joyce Raynor had another meeting to attend so Adopt a Park program was discussed first. A. Adopt a Park - Jim Goodhart and Joyce Raynor are working on this committee. Jim had contacted the State Highway Department to get information on the Adopt a Highway Program. The committee may be able to get ideas from the way the Highway Department conducts its program. The Highway Department sent copies of its flyers distributed to interested parties. They also sent a printout of how its groups have grown since 1987 to present. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Minutes April 13, 1993 Page 2 By the next meeting the committee should have a proposal to bring back to the commission to be voted on. The Parks and Recreation Department would be the sponsoring department for the program. The committee also needs to investigate how to solicit money for this program. They will also be working on an appealing design for a sign. Joyce Raynor suggested that the City Beautiful Commission adopt the program instead of adopting a - park. Nancy Norton suggested that possibly small neighborhood associations would be the ones more apt to adopt a smaller park in their neighborhoods rather than a larger park. Jim Goodhart suggested that schools and church groups need to be contacted about the program. He also stated that he needs to contact the City Attorney's office to find out guidelines for the Adopt a Park program. Josephine Graham asked Merle Seamon about the grant program that was mentioned in last months minutes. Merle explained that the grant would be submitted on the 15th of April. The title of the grant is the Transportation Enhancement Program. This fund consist of federal money that is administered by the State Highway Department. The money would be used to landscape and improve some of the median areas that are in the major roads of Little Rock. Mrs. Graham also inquired of the help --that the Spring Flower Tour had requested. Everything they requested had been granted. Jim Goodhart asked if Nancy Norton could help the committee draft an agreement and give suggestions on asking for money from the City Board. Nancy Norton and Merle Seamon feel that this year the committee may need to work with the money already in the budget. The Board of Directors may give its blessing for this program. Merle Seamon stated that the City Beautiful Commission could present the program to the Board for consideration during the next normal budget process. Nancy felt the Board might justify this program because it would save the Parks Department money. Minutes April 13, 1993 Page 3 Merle Seamon requested the committee to have a package ready on the Adopt a Park program by the next meeting so that the commissioners could study it and present any questions. B. Winterfest - Merle Seamon stated that he has spoken to Bob Lowery, the Osbourne's attorney and spokesman. The Osbournes are interested in continuing the lighting contest at Christmas. They would like to include it in Winterfest. They are open to our -proposals and also interes-t-ed- in helping the commission in other things they could do for Winterfest. C. Litter Awareness Campaign - No report. D. Long Range Planning - Merle Seamon reported on the same things he stated earlier in the minutes on the Transportation and Enhancement Program grant. Jim Goodhart asked Merle Seamon about his idea concerning an informal meeting other than the regular meeting. A date of May 22 was tentatively set. Jim Goodhart stated that he would check on places to meet. E. City Beautiful Kids - Steve Cato informed the commissioners that Jim Sick was not able to attend the meeting, Phoebe Stephens will be taking his place. Steve has spoken to Rip Rowen and Rip has lined up nineteen sponsors. That is one more then last year. A copy of the RFP was passed out to each commissioner. It will be reviewed by the Private Industry Council for funding. Interviews for the City Beautiful Kids are scheduled for April 17th and 24th. Interview times will be from 9 am to 1 pm at the Parks and Recreation Office in City Hall. Jim Sick or Phoebe Stephens will be at City Hall at 8:20 am. Merle Seamon stated that he was afraid that the Earth Day Program being held at Park Plaza on April 24th might conflict with the City Beautiful Kids interviews. Minutes April 13, 1993 Page 4 Phoebe Stephens passed out information on what the plans are for the City Beautiful Kids program this year. The horticulture component will be increased and the Arts and Humanities will again do the mural painting. A creative writing class has also been requested. Liz Williams Eldridge came in at this time. E. Awards - Liz Williams Eldridge stated that she would not be able to help with the City Beautiful Kids interviews on the 24th because of the Earth Day Program. Liz read the press release she is sending out on the Awards Contest. She will check with Jane Rodgers and ask if the awards can be presented at Riverfest. Liz hopes that by the next meeting there will be enough applications to go over and choose the top two entries in each category. A city van will be used to tour and pick the winners. Merle Seamon suggested that by going on the tour that they could take their own pictures of the winners. Nancy Norton suggested that Liz try and have Janet Carson to announce the contest on her radio and t.v. show. Liz said she would also contact Bob Bray from Channel 11 and also talk to Allen Smith who has a program on Channel 7. 5. Miscellaneous - Liz Williams Eldridge informed the commission that she will turn in a letter of intent from Janet Carson to become a commissioner on the City Beautiful Commission. Liz also asked for volunteers to help work booth at the Earth Day Program on the 24th of April. Jo Rancifer said she could be there after the City Beautiful Kids interviews. Bob Brown passed out the new Site Development Guide. 6. Adjournment - Jim Goodhart made the motion to adjourn at 11:20 a.m. and Jo Rancifer seconded. All voted in favor.
