HomeMy WebLinkAboutCBC 03-09-1993The City Rewifd Commission The Little Rock City Beautiful Commission held its regular meeting on Tuesday, March 9, 1993 at City Hall in the 2nd Floor Conference Room. The meeting was called to order at 10:00 A.M., by Chairman, Merle Seamon. Member Present: Merle Seamon Steve Cato Josephine Graham Liz Williams Eldridge Joyce Raynor 1. Roll Call. Five members present. Welcomed new member Joyce Raynor. She is the Education and Development Coordinator with the Little Rock Chamber of Commerce. She also works with Future Little Rock. Jim Goodhart entered at this point. He distributed different reports which make reference to the City Beautiful Commission. The reports were published by the Future Little Rock Task Force Committees. 2. Approval of Minutes. The February minutes will be with distributed with the March minutes. 3. Earth Day. Merle Seamon stated that a representative from Park Plaza could not attend the meeting today. There will be an event to go along with Earth Day on April 24th to be be held at Park Plaza. Park Plaza has asked if the City Beautiful Commission would be interested in being part of this event. Jo Rancifer entered the meeting at this time. Liz Williams Eldridge suggested that we announce the City Beautiful Awards and pass out applications or have them bring in photos of their property. Bob Brown circulated a list of recent commercial landscape projects. 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 Minutes March 9, 1993 Page 2 Liz and Merle will contact Park Plaza and set a time that the City Beautiful Commission should be there. Liz Williams Eldridge made a motion to announce the Awards Contest at the Earth Day Celebration to be held at Park Plaza on April 24th and to also get out a press release . requesting photos to be,brought in for consideration for the awards. Steve Cato seconded. All ayes. 4. Ms. Frank - Spring Flower Tour. Ms. Frank was not able to be at todays meeting. Merle Seamon informed the co,,7nLission that the Spring Flower Tour is to be held April 3rd thru April llth. The Garden Club would like to have the help of one person with a truck to put up signs. They also would like the help of the city's copy machine to make copies of their maps and also help with getting out press releases. Steve Cato wanted to know if their would be a problem with using a Parks and Recreation employee to help put up the signs. Truman Tolefree stated that it would not be a problem. Liz Williams Eldridge said that at last months meeting that it discussed that the Parks and Recreation Department and the City Beautiufl Commission should receive recognization of some sort for their help with the tour. Jim Goodhart made a motion to allow the Garden Club to have help of the Parks and Recreation Department, public relations and '�rinting assistance but we would like to be able to call on the Garden Club to help us. And that also the Parks and Recreation Department and the City Beautiful Commission be included in the press releases. Jo Rancifer seconded, all in favor. 5. Reports of the Committees. A. City Beautiful Kids - Steve Cato informed the commission that Mr. Rip Rowen has agreeded to help with the program again this year. He will be involved with the fund raising efforts. Merle Seamon also would like for the commissioners to be ready to contact anyone they know if this program may need additional money. Mrs. Graham asked if we knew when the City Beautiful Kid interviews are going to be held. Truman Tolefree stated that he will check on that. Minutes March 9, 1993 Page 3 B. Winterfest - Merle Seamon and Truman Tolefree will be setting up a meeting with the Osbourne family representative. C. Awards - Discussed earlier (Earth Day activites that will be going on in April). D. Litter Awareness Committee - No report. Josephine Graham asked about having business cards printed up with our the City Beautiful logo . Each commissioner recieved copies of the letters that were sent to the different Senators to express the City Beautiful Commissions support of Senate Bill 161 and asking them to vote in favor of that bill. Jim Goodhart received a letter from Senator Jim Keet and Merle Seamon received a letter from Senator Vic Snyder thanking them for the letter and that they were in favor of the bill. Jim Goodhart suggested that should this bill pass, when someone receives a community service sentence as a fine that possibly that fine could be worked off in our city parks. Merle Seamon brought up an Adopt A Park Program. This could be under the Litter Awareness Committee. The City Beautiful Commission could be one of the first to adopt a park, keep it cleaned up, plant flowers, etc. Jim Goodhart feels like we need to go through agencies such as the Chamber of Commerce to help get the word out about an Adopt a Park Campanign. The commissioners would need to get funding for signs and donations such as flowers from nurseries. Once other business are aware of the program, perhaps they, too, will want to Adopt a Park. Truman Tolefree suggested that at the Park Plaza Earth Day that the commission could have a display announcing comming soon the Adopt a Block Program. Liz Williams Eldridge made the motion to form a committee to work on the Adopt a Park program and to make Jim Goodhart chairman and Joyce Raynor co-chairman. Jim Goodhart seconded. This committee will be included on next months agenda and discussed at that time. Minutes March 9, 1993 Page 4 E. Long Range Planning - Merle Seamon infomed the committee that it is time again for grant applications for the traffic island improvements. The commission will be trying again to get the money. Bob Brown and Merle Seamon informed the commission that the Site Development Guide is almost completed. It is being proofed. 6. Parks and Recreation Activities. Truman Tolefree let the commission know that the contract for the outside facility at the War Memorial Fitness Center has gone out. The facility should be opened by the mid July. The Parks and Recreation Department won an Urban Development Award from the Arkansas Chapter of the American Planning Association fot the Allsopp Promenda. 7. Miscellaneous. Steve Cato updated the commission on the Welcome Sign that has been proposed for the traffic island at Cumberland and the I-30 Exit. The Highway Department rejected the frist proposal so it was re -designed. One of the sponsors is the Downtown Rotory Club. A representative from the Rotary Club will take the proposal to Governor Tucker and try to get it approved. 8. Adjournment. Jim Goodhart made the motion to adjourn, Joyce Raynor seconded. All in favor. Meeting adjourned at 11:10 A.M..
