The Little Rock City Beautiful Commission held its regular
meeting on Tuesday, November 10, 1992 at City Hall in the
2nd Floor Conference Room. The meeting was called to order
at 10:00 A.M., by chairman, Merle Seamon.

1. Roll Call. Five of six members present.
2. Approval of Minutes of October meeting. Steve Cato
asked that a change in the wording of third paragraph
on page five be made. Steve Cato moved that the minutes
be adopted after change has been made. Ross McCain,
seconded. Passed with all ayes.

3. Reports of the Committees.
A. City Beautiful Kids - Caroline Hannah, a summer
employee with the Arts and Humanities Promotion
Commission, gave a slide presentation of the
work that was done with the City Beautiful Kids
during this past summer.
B. Winterfest - Mrs. Graham unveiled the painting of
Winterfest celebration that will be reproduced into
posters to be sold at Winterfest. The money will
needed to print these posters. Ross McCain made
a motion that the City Beautiful Commission take
the poster expenses from the City Beautiful Apportion
Account and if the cost exceeds this account, the
reminder should be taken from City Beautiful Checking
Account. All revenue from the sales of the poster
over and above expenses will go into the Winterfest
account after reimbursing the City Beautiful checking
account. Steve Cato seconded. Passed with all ayes.
C. Adopt A Block Program. None.
D. City Beautiful Commission Convention. Jo Rancifer
has been in touch with Connie Fugedy and they have
drawn up a proposal that will be mailed after the
first of the year. Jo suggested that speakers for
this conventio3l be people from within the City such
as, Bill Bunten, Connie Fugedy and Truman Tolefree.
Merle Seamon also suggested that we use speakers
from the different cities that will be participating
in the convention.
E. Litter Awareness Campaign. Ross McCain is working
on refining the budget for this project.
F. Neighborhood Ambassador Program. None.
G. Awards. Need for the Design Section of the Parks
and Recreation Department to take photos of the
winners of the awards contest. These photos will be
on display the day of the award ceremony. We also
need to focus on getting the media at the award
ceremony. Liz Williams joined the meeting at this
time bringing number of commissioners to six.

4. Parks and Recreation Activities. No major announcements.
5. Miscellaneous. Mrs. Graham told the commission that the
bank building at the corner of Rodney Parham has started
cleaning up and landscaping around the building. She has
been keeping the commission updated on this building.
Officers for next years term for the City Beautiful
Commission are as follows: Merle Seamon, Chairman,
Ross McCain, Vice Chairman, Steve Cato, Treasurer.
Liz Williams made a motion to accept the officers for
next year. Jo Rancife r seconded. It was passed with
all ayes.
Pratt Remmell has set up an account through the City of
Little Rock Special Projects Accounts. He has received
numberous funds for the Dunbar Garden Project.
6. Adjournment. Jo Rancifer made a motion to adjourn the
meeting, seconded by Liz Williams. All ayes.
