Adjournment 500 West Markham, Room 108 Little Rock, AR 72201 371-4770 The City Redutiful Commission The Little Rock City Beautiful Commission held its regular meeting on Tuesday, Oct. 13, 1992 at City Hall in the 2nd Floor Conference Room. The meeting was called to order at 10:00 A.M., by chairman, Merle Seamon. Members Present: Merle Seamon Jo Rancifer Steve Cato Liz Williams Eldridge Josephine Graham ��._l.so Prese ._. 1. Approval of Minutes. Steve Cato moved to accept the minutes of the September meeting. Jo Rancifer seconded. Approved with all ayes. Carol Scott - Public Works Carol Scott presented the City Beautiful Commission with information on recycling and the upcoming Recycling Fair that is to be held on November 7th, at Park Plaza Mall. Reports of Committees. A. City Beautiful Kids No report. B. Winterfest A press conference will be held Friday, October 16th, at 2 p.m., in Riverfront Park. Committee meetings will be held weekly until the festival on November 28th.- C. Adopt A Block No report. D. City Beautiful Commission Convention At this time the convention is scheduled to be held at the University Park Adult Center in March of 1993. If anyone has any suggestions regarding speakers, you may give those suggestions to Jo Rancifer. E. Litter Awareness Campaign No report. Fe Neighborhoods Ambassador Program No report. G. Awards Winners of the awards were as follows: Residential Best Garden or Landscape - Cliff and Carolyn Riggs Best overall improvement - John Washington Family Best Influence on Surrounding Neighborhood Paint Your Heart Out Commercial Best Influence on Surrounding Neighborhood by a business or office - Alzono Williams Clinic Minutes October 13, 1992 Page 3 Best Volunteer Effort - Adopt a Mile Best Large Scale - Bowman Curve II Best Small Scale - Terry Library Continued Excellence - Tie Jehovah Witness Kingdom Hall Park -Plaza Shopping Center Liz Williams made a motion to accept the award winners and Jo Rancifer seconded the motion. All ayes. The awards ceremony will be held in December and at that time plaques will be given. Merle asked that the Parks Department get photos of the winners that we do not have. H. Education No report. I. Development of Environmental Ordinances No report. J. Tree Planting No report. K. Fund Raising No report. L. Traffic Island Merle Seamon informed the commission that we were not successful in getting funding from the Highway Department this year for this project. He asked the commissioners to continue to lobby for this project so someone else does not slip another project into its place. Merle stated that he will keep in contact with the Highway Department. Truman Tolefree suggested that Merle get with Bill Bunten and himself to discuss Parks and Recreations part in this project. W Minutes October 13, 1992 Meeting Page 4 Id. Capitol Avenue The Highway Department has budgeted for the Fiscal gear 1995, $400,000 for the Capitol Avenue Project. Avenue Project. This money is to be combined with the city money of $100,000. This will aid in the development of three more blocks of Capitol Avenue. Mrs. Graham asked how much money would-be used for landscaping. She suggested using apple trees to line Capitol Avenue since it is the state flower. There was a discussion of the pros and cons of her suggestion. No decision was reached. N. Public Awareness No report. O. Bylaws and Procedures No report. P. Long Range Planning No report. 5. Parks and Recreation Activities Truman Tolefree stated that the Parks and Recreation Department would like to go on record commending Shalah Brummett on the wonderful work she has done while serving on the commission and wishes her well. The University Park Adult Center will hold a grand opening on October 20th, and would like for all of the commissioners to take part in the activities that day. Truman informed the commission that there will be some budget cuts taking place next year but that it will not effect the Parks Departments funding for the City Beautiful Commission. Miscellaneous Merle Seamon informed the commission that there will be two openings to fill on the commission when the City Board of Directors meet on November llth. If you know of anyone that you would like to nominate the information needs to be in the City Clerks office a week before the board meets. Merle Seamon and Charlene Hardcastle are both up for reappointment. Joe Franklin will be going off the commission at the end of the year. City ordinance dictates that a commission member can only serve two terms. Shalah Brummett has resigned because of of increased job duties. Steve Cato called to the commissions attention the by-law that pertains to attendance. Charlene Hardcastle has missed three consecutive meetings. Pursuant to the commission's by-laws, any member of the City Beautiful Commission who shall absent himself from three (3) consective meetings a year shall be deemed to have resigned as a member of the City Beautiful Commission. Merle would like to see one of the commission vacancies be filled by a media or advertising person, so that person could help with public relations. Mrs. Graham would like to see someone with a garden club background come on the commission. 7. Adjournment The meeting was adjourned at 11:30.
