3. Reports of Committees.
A. City Beautiful Kids
Jim Sick reported that the program is over for this
year and that the kilo had picked up over 202 tons of
trash. The dropout rate for this year was down from
last year.
One of the highlights of the program was the painting of
the tunnel behind the Camelot Hotel that leads into
Riverfront Park. On Wednesday, August 5th, the kids
were taken to Wild River Country and on Friday, August
7th, a brunch and awards program was held for the last
day. The Camelot Hotel donated everything for the
brunch and Hayward Battle was the speaker.
The Garden Project at Dunbar will be on going on for the
next two weeks. Two of the gardens are planted and the
kids seem to be really enjoying this project.
Jim thanked the commission for all their help in
conducting interviews and Steve Cato for all of his
help with the City Beautiful Kids Program this year.
Liz Williams Eldridge arrived at this time, bringing
the total number of members present to six.
B. Winterfest
Merle Seamon informed the commission that this project
is progressing. Merle was not able to attend the
last meeting but Truman Tolefree was there. Truman
stated that at the last meeting he attended that the
group has decided to expand the meeting to include
sub committees, that things are progressing as
expected.
Mrs. Graham asked about the progress of the ice skating
rink. Truman informed here that the committee was
unable to get a sponsor for the rink and that we will
try and have it next year.
C. Adopt A Block Program
Merle Seamon stated that at this time they are waiting
to work this program into the city budget for next
year.

D. City Beautiful Commission Convention
Jo Rancifer asked what time of year would be best to
have the convention and if the commission was planning
on making this a money making project. Merle stated
that it should make enough to cover the programs
operational expenses. Jo has been in touch with the
commission in Pine Biuff and states they have shown
the most interest in this convention. The suggestion
was:made to have the convention in the early spring.
E. Litter Awareness Campaign
Ross McCain, chairman was not at this meeting, Merle
Seamon informed the commission that this program is
also waiting to be involved in the city's budget
process.
Mrs. Graham told the commission about two certificates
of appreciation were given by the City Board. The
first one was given to Dan McDaniels, for his work
in keeping the grounds of the school litter free.
Edward E. Brown made the back side of Brady Elementary
School, the side facing Rodney Parham litter free.
Mr. Brown was quoted as saying that " It was the
motorist passing by the school and throwing out their
trash, and not the school children".
Mrs. Graham wrote a letter to the newspaper, letting
them know that possibly Brady Elementary School would
be a great example for the other business around that
area to clean up. She has been in contact with the
owners of the Union National Bank building on the
corner of Rodney Parham and is working on getting the
grounds cleaned up.
Mrs. Graham also shared with the commission an article
that Richard Allen had written about Paris, France and
the way they clean up their streets.

The ground breaking for the Southwest Little Rock Community
Complex, took place last month.
5. Miscellaneous
Liz Williams Eldridge asked if there were someway the
commission could address permanent landscape maintenance.
Bob Brown stated that someone could always turn in a
complaint to the Enforcement Division of Neighborhoods
and Planning.
Merle Seamon suggested that if Bob Brown could provide
the commission with a list of businesses implementing
landscaping, commissioners can check on these places
while traveling about the city.
Liz suggested that the commission consider giving awards
that call attention to the bad job that someone has done.
This action may cause the business to improve its
landscaping maintenance.
Merle asked if Bob Brown would it be possibly have someone
from the Ordinance Division come to speak to the commission
about the different landscape ordinances.
